UTHORIZATION.—Emancipation Hall in the 7
Capitol Visitor Center is authorized to be used on April 8

REPARATIONS.—Physical preparations for the 3
ceremony described in subsection (a) shall be carried out 4
in accordance with such conditions as the Architect of the 5
