1212 Authorizing the use of military force against certain Mexican
1313 cartels.
1414 Whereas Tren de Aragua, Mara Salvatrucha (MS–13),
1515 Sinaloa Cartel, Jalisco New Generation Cartel, Northeast
1616 Cartel, Michoaca´n family, the United cartels, Cartel del
1717 Golfo, and Clan del Golfo have engaged in and permitted
1818 the occurrence of terrorism, outrages upon personal dig-
1919 nity, and the extrajudicial execution of innocent peoples
2020 in the United States;
2121 Whereas such cartels have violated the territorial integrity of
2222 the United States;
2323 Whereas such cartels have enabled the entry of terrorists into
2424 the United States, a serious violation upon the sov-
2525 ereignty of the American people;

2929 Whereas such cartels have smuggled cocaine, fentanyl, heroin,
3030 methamphetamine, and other illicit drugs into the United
3131 States;
3232 Whereas the opioid overdose epidemic has resulted in the
3333 deaths of millions of Americans, including an average
3434 yearly death rate of more than 110,000 per year at the
3535 height of the Biden Administration;
3636 Whereas such cartels have established human trafficking net-
3737 works facilitating the sexual exploitation of children and
3838 women;
3939 Whereas the Government of Mexico has demonstrated an in-
4040 ability and negligible willingness to dismantle such cartels
4141 that have committed the most violent of atrocities upon
4242 the American people;
4343 Whereas the presence of such cartels poses a clear and evi-
4444 dent danger to the United States;
4545 Whereas, ensuring the territorial integrity, national sov-
4646 ereignty, and protection of the American people against
4747 all enemies, foreign and domestic, is of the utmost re-
4848 sponsibilities entrusted upon the Armed Forces;
4949 Whereas such responsibilities necessitate the elimination of
5050 the aforementioned cartels’ operational capacity via the
5151 application of military force; and
5252 Whereas Article 1, Section 8, Clause 1 of the United States
5353 Constitution directs Congress to provide for the common
5454 defense and general welfare of the United States: Now,

6666 ORCE.—The President is authorized to use the Armed 4
6767 Forces of the United States as the President determines 5
6868 necessary and appropriate against the covered cartels, any 6
6969 forces directly coordinated or affiliated with any covered 7
7070 cartel, and any successor organization or forces to any 8
7171 such covered cartel. 9

7373 OVEREDCARTELDEFINED.—In this resolution, 10
7474 the term ‘‘covered cartel’’ means the following: 11

8989 stitute specific statutory authorization within the meaning 25
9090 of section 5(b) of the War Powers Resolution. 26
