12	12	Authorizing the use of military force against certain Mexican
13	13	cartels.
14	14	Whereas Tren de Aragua, Mara Salvatrucha (MS–13),
15	15	Sinaloa Cartel, Jalisco New Generation Cartel, Northeast
16	16	Cartel, Michoaca´n family, the United cartels, Cartel del
17	17	Golfo, and Clan del Golfo have engaged in and permitted
18	18	the occurrence of terrorism, outrages upon personal dig-
19	19	nity, and the extrajudicial execution of innocent peoples
20	20	in the United States;
21	21	Whereas such cartels have violated the territorial integrity of
22	22	the United States;
23	23	Whereas such cartels have enabled the entry of terrorists into
24	24	the United States, a serious violation upon the sov-
25	25	ereignty of the American people;

29	29	Whereas such cartels have smuggled cocaine, fentanyl, heroin,
30	30	methamphetamine, and other illicit drugs into the United
31	31	States;
32	32	Whereas the opioid overdose epidemic has resulted in the
33	33	deaths of millions of Americans, including an average
34	34	yearly death rate of more than 110,000 per year at the
35	35	height of the Biden Administration;
36	36	Whereas such cartels have established human trafficking net-
37	37	works facilitating the sexual exploitation of children and
38	38	women;
39	39	Whereas the Government of Mexico has demonstrated an in-
40	40	ability and negligible willingness to dismantle such cartels
41	41	that have committed the most violent of atrocities upon
42	42	the American people;
43	43	Whereas the presence of such cartels poses a clear and evi-
44	44	dent danger to the United States;
45	45	Whereas, ensuring the territorial integrity, national sov-
46	46	ereignty, and protection of the American people against
47	47	all enemies, foreign and domestic, is of the utmost re-
48	48	sponsibilities entrusted upon the Armed Forces;
49	49	Whereas such responsibilities necessitate the elimination of
50	50	the aforementioned cartels’ operational capacity via the
51	51	application of military force; and
52	52	Whereas Article 1, Section 8, Clause 1 of the United States
53	53	Constitution directs Congress to provide for the common
54	54	defense and general welfare of the United States: Now,

66	66	ORCE.—The President is authorized to use the Armed 4
67	67	Forces of the United States as the President determines 5
68	68	necessary and appropriate against the covered cartels, any 6
69	69	forces directly coordinated or affiliated with any covered 7
70	70	cartel, and any successor organization or forces to any 8
71	71	such covered cartel. 9

73	73	OVEREDCARTELDEFINED.—In this resolution, 10
74	74	the term ‘‘covered cartel’’ means the following: 11
75	75	(1) Tren de Aragua. 12

87	87	sistent with section 8(a)(1) of the War Powers Resolution, 23
88	88	the Congress declares that this section is intended to con-24
89	89	stitute specific statutory authorization within the meaning 25
90	90	of section 5(b) of the War Powers Resolution. 26
