36 | 36 | | Whereas such cartels have established human trafficking net- |

37 | 37 | | works facilitating the sexual exploitation of children and |

39 | 39 | | Whereas the Government of Mexico has demonstrated an in- |

40 | 40 | | ability and negligible willingness to dismantle such cartels |

41 | 41 | | that have committed the most violent of atrocities upon |

43 | 43 | | Whereas the presence of such cartels poses a clear and evi- |

44 | 44 | | dent danger to the United States; |

45 | 45 | | Whereas, ensuring the territorial integrity, national sov- |
