tion; which was referred to the House Calendar and ordered to be printed
RESOLUTION
Providing for consideration of the bill (H.R. 77) to amend
chapter 8 of title 5, United States Code, to provide
for en bloc consideration in resolutions of disapproval
for ‘‘midnight rules’’, and for other purposes.
Resolved, That upon adoption of this resolution it 1
shall be in order to consider in the House the bill (H.R. 2
77) to amend chapter 8 of title 5, United States Code, 3
to provide for en bloc consideration in resolutions of dis-4
approval for ‘‘midnight rules’’, and for other purposes. All 5
points of order against consideration of the bill are waived. 6

The bill shall be considered as read. All points of order 1
against provisions in the bill are waived. The previous 2
question shall be considered as ordered on the bill and on 3
any amendment thereto to final passage without inter-4
vening motion except: (1) one hour of debate equally di-5
vided and controlled by the chair and ranking minority 6
member of the Committee on the Judiciary or their respec-7
tive designees; and (2) one motion to recommit. 8
