RESOLUTION
Providing for consideration of the bill (H.R. 185) to advance
responsible policies.
Resolved, That immediately upon adoption of this res-1
olution, the House shall proceed to the consideration in 2
the House of the bill (H.R. 185) to advance responsible 3
policies. All points of order against consideration of the 4
bill are waived. An amendment in the nature of a sub-5
stitute received for printing in the portion of the Congres-6
sional Record designated for that purpose in clause 8 of 7
rule XVIII dated at least one day before the day of consid-8
eration of H.R. 185, if submitted by the ranking minority 9
member of the Committee on Rules, shall be considered 10

as adopted. If more than one such amendment is sub-1
mitted, then only the last amendment submitted shall be 2
considered as adopted. The bill, as amended, shall be con-3
sidered as read. All points of order against provisions in 4
the bill, as amended, are waived. The previous question 5
shall be considered as ordered on the bill, as amended, 6
and on any further amendment thereto, to final passage 7
without intervening motion except: (1) one hour of debate 8
equally divided and controlled by the majority leader and 9
minority leader or their respective designees; and (2) one 10
motion to recommit. 11

EC. 2. Clause 1(c) of rule XIX and clause 8 of rule 12
XX shall not apply to the consideration of H.R. 185. 13

EC. 3. The Clerk shall transmit to the Senate a mes-14
sage that the House has passed H.R. 185 no later than 15
one week after passage. 16
