following resolution; which was referred to the Committee on Energy and 
Commerce, and in addition to the Committee on the Judiciary, for a pe-
riod to be subsequently determined by the Speaker, in each case for con-
sideration of such provisions as fall within the jurisdiction of the com-
mittee concerned 
RESOLUTION 
Expressing support for the recognition of ‘‘Detransition 
Awareness Day’’. 
Whereas many individuals who have undergone sex trait 
modification interventions later regret such interventions; 
Whereas the number of individuals seeking to reverse such 
interventions has risen significantly, highlighting a need 
for greater understanding and support; 
Whereas many individuals who have undergone sex trait 
modification interventions face irreversible physical 
changes and suffer from a range of health complications, 
including genital mutilation, sexual dysfunction, infer-
tility, osteoporosis, and psychological distress;

Whereas there is a critical need for comprehensive, 
noninvasive, and evidence-based care for individuals expe-
riencing discomfort with their sex that focuses on mental 
health support rather than solely on physiological inter-
ventions; and 
Whereas individuals who have undergone sex trait modifica-
tion interventions and have returned to living in the re-
ality of their sex often encounter retribution and hateful 
rhetoric for publicly announcing regret and face barriers 
to receiving appropriate medical, psychological, and social 
support after making the choice to detransition, including 
lack of insurance coverage for corrective or reparative 
treatments: Now, therefore, be it 
Resolved, That the House of Representatives— 1
(1) supports the recognition of ‘‘Detransition 2
Awareness Day’’ to acknowledge the experiences of 3
individuals who have detransitioned, or are in the 4
process of detransitioning, and have returned to liv-5
ing in the reality of their sex, and to foster public 6
and legislative understanding of the challenges of 7
such individuals; 8
(2) urges the development and implementation 9
of policies that— 10
(A) ensure comprehensive mental health 11
services are available for individuals who experi-12
ence discomfort with their sex; and 13
(B) advocate for informed consent proc-14
esses that fully disclose the risks of sex trait 15

modification interventions, including the poten-1
tial for regret and the irreversible nature of 2
such interventions; 3
(3) calls for legislative action to— 4
(A) extend the statute of limitations for 5
claims related to medical malpractice or neg-6
ligence in providing sex trait modification inter-7
ventions to recognize the delayed realization of 8
harm in many cases; and 9
(B) remove any existing caps on damages 10
for individuals harmed by sex trait modification 11
interventions to ensure adequate compensation 12
for both physical and psychological injuries; 13
(4) requests that the Department of Health and 14
Human Services conduct a review of current lit-15
erature regarding care for individuals struggling 16
with discomfort due to their sex, promulgate new 17
guidelines, as determined necessary, to promote eth-18
ical medical standards and practices that do not in-19
volve physiologically invasive practices that attempt 20
to alter the sex traits of an individual, and revise 21
guidelines to better protect patient rights and 22
health; 23
(5) commends individuals who have 24
detransitioned, or are in the process of 25

detransitioning, and have returned to living in the 1
reality of their sex for their courage in sharing their 2
stories and working towards better care and under-3
standing for those in similar situations; and 4
(6) encourages all States to adopt similar reso-5
lutions and initiatives to support such individuals 6
and to ensure that all medical interventions are con-7
ducted according to the highest ethical standards. 8
