RESOLUTION 
Of inquiry requesting the President and directing the Sec-
retary of Health and Human Services to transmit, re-
spectively, certain documents to the House of Represent-
atives relating to the effect on taxpayer and child privacy 
of the seizure by the so-called ‘‘Department of Govern-
ment Efficiency’’ of legally-protected identity and finan-
cial data stored in the National Directory of New Hires 
and the Federal Parent Locator Service.

Resolved, That the President of the United States is 1
requested, and the Secretary of Health and Human Serv-2
ices is directed, to transmit, to the extent that such docu-3
ments are in the possession of the President or the Sec-4
retary, to the House of Representatives, not later than 14 5
days after the date of adoption of this resolution, copies 6
of any document, record, audio recording, memorandum, 7
call log, correspondence (electronic or otherwise), activity 8
logs, audit trails, audit logs, written agreements, or other 9
communication or any portion of any such communication, 10
that refers or relates to the following: 11
(1) Any request from the United States DOGE 12
Service (commonly referred to as the ‘‘Department 13
of Government Efficiency’’ or ‘‘DOGE’’), and any 14
authorization provided to DOGE, to access any in-15
formation on any American worker which is pro-16
tected under section 453 of the Social Security Act 17
or section 6103 of the Internal Revenue Code of 18
1986 and stored in the National Database of New 19
Hires (in this resolution referred to as ‘‘NDNH’’). 20
(2) The location of, and data security protec-21
tions applied to, any copies of all or part of the data 22
made by DOGE employees. 23
(3) Prior legal opinions or other internal com-24
munications regarding requests to access NDNH 25

data for purposes not specified in such section 453 1
or without a negotiated memorandum of under-2
standing setting forth conditions of access, limiting 3
the number of individuals with access, or requiring 4
training, background checks, and other qualifications 5
for those individuals accessing the data. 6
(4) Any request from DOGE for any confiden-7
tial financial information or personally identifiable 8
information of more than 40,000,000 Americans, in-9
cluding over 19,000,000 which is stored in the Fed-10
eral Parent Locator Service (in this resolution re-11
ferred to as ‘‘FPLS’’), which is used to facilitate 12
child support payments to children from non-custo-13
dial parents. 14
(5) Staff terminations, retirements, or resigna-15
tions of employees of the Department of Health and 16
Human Services with responsibilities related to the 17
FPLS or the NDNH after the date of the first re-18
quest by DOGE for information stored in the Fed-19
eral Case Registry. 20
(6) Any attempt by DOGE employees to access 21
information obtained pursuant to section 453(a)(2) 22
of the Social Security Act. 23
