RESOLUTION
Providing for consideration of the bill (H.R. 276) to rename
the Gulf of Mexico as the ‘‘Gulf of America’’, and pro-
viding for consideration of the bill (H.R. 881) to estab-
lish Department of Homeland Security funding restric-
tions on institutions of higher education that have a
relationship with Confucius Institutes, and for other pur-
poses.
Resolved, That upon adoption of this resolution it 1
shall be in order to consider in the House the bill (H.R. 2

276) to rename the Gulf of Mexico as the ‘‘Gulf of Amer-1
ica’’. All points of order against consideration of the bill 2
are waived. The amendment in the nature of a substitute 3
recommended by the Committee on Natural Resources 4
now printed in the bill shall be considered as adopted. The 5
bill, as amended, shall be considered as read. All points 6
of order against provisions in the bill, as amended, are 7
waived. The previous question shall be considered as or-8
dered on the bill, as amended, and on any further amend-9
ment thereto, to final passage without intervening motion 10
except: (1) one hour of debate equally divided and con-11
trolled by the chair and ranking minority member of the 12
Committee on Natural Resources or their respective des-13
ignees; and (2) one motion to recommit. 14

Security now printed in the bill, an amendment in the na-23
ture of a substitute consisting of the text of Rules Com-24
