<p><strong>Save America's Forgotten Equines Act of 2025 or the SAFE Act of 2025</strong></p><p>This bill permanently prohibits the slaughter of equines (e.g., horses and mules) for human consumption.&nbsp;(Current law prohibits the slaughter of dogs and cats for human consumption. This bill extends the prohibition to equines.)&nbsp;</p><p>Specifically, this bill prohibits a person from knowingly (1)&nbsp;slaughtering an equine for human consumption; or&nbsp;(2) shipping, transporting, possessing, purchasing, selling, or donating an equine to be slaughtered for human consumption or equine parts for human consumption.</p><p>The bill subjects a violator to a fine.</p><p>The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States. However, it does not apply to an activity carried out by an Indian for a religious ceremony.</p><p>As background, in recent years, the appropriations acts have prohibited the Department of Agriculture (USDA) from using federal funds to inspect horses before they are slaughtered for human consumption. Therefore, there are currently no USDA-inspected horse slaughter facilities in the United States.</p>

<p><strong>Taxpayer Resources Used in Emergencies Accountability Act or the TRUE Accountability Act</strong></p><p>This bill requires the Office of Management and Budget (OMB) to issue guidance to certain executive branch agencies for the development of internal control plans that are available for immediate use in future emergencies or crises. (<em>Internal control</em> refers to a process that provides reasonable assurance of achieving effective and efficient operations, reliable financial reporting, and legal compliance.)</p><p>This guidance must be in alignment with the Government Accountability Office reports entitled <em>A Framework for Managing Improper Payments in Emergency Assistance Programs</em> and <em>A Framework for Managing Fraud Risks in Federal Programs</em>.&nbsp;</p><p>Periodically, the agencies subject to this guidance must submit their internal control plan to&nbsp;OMB and OMB must submit such agency plans to Congress.</p>

<p><strong>Expanding Local Meat Processing Act of 2025</strong></p><p>This bill directs the Department of Agriculture to revise its regulations to allow certain packers to hold an ownership interest in, finance, or participate in the management or operation of a market agency selling livestock on a commission basis.</p><p>The bill applies to packers that have a cumulative slaughter capacity of (1) less than 2,000 animals per day or 700,000 animals per year with respect to cattle or sheep, and (2) less than 10,000 animals per day or 3 million animals per year with respect to hogs.</p><p>In addition, the bill includes a disclosure requirement for a market agency that has an ownership interest in, finances, or participates in the management or operation of a packer to which the agency sells consigned livestock. Specifically, the market agency must disclose on the account of sale (1) the name of the packer, and (2) the nature of the relationship between the market agency and the packer.</p>
