Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Baltic Security Initia-4 tive Act’’. 5 SEC. 2. BALTIC SECURITY INITIATIVE. 6 (a) E STABLISHMENT.—Pursuant to the authority 7 provided in chapter 16 of title 10, United States Code, 8 the Secretary of Defense shall establish and carry out an 9 VerDate Sep 11 2014 03:47 Mar 26, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S1009.IS S1009 ssavage on LAPJG3WLY3PROD with BILLS 2 •S 1009 IS initiative, to be known as the ‘‘Baltic Security Initiative’’ 1 (in this section referred to as the ‘‘Initiative’’), for the 2 purpose of deepening security cooperation with the mili-3 tary forces of the Baltic countries. 4 (b) R ELATIONSHIP TO EXISTINGAUTHORITIES.— 5 The Initiative required by subsection (a) shall be carried 6 out pursuant to the authorities provided in title 10, United 7 States Code. 8 (c) O BJECTIVES.—The objectives of the Initiative 9 shall be— 10 (1) to achieve United States national security 11 objectives by— 12 (A) deterring aggression by the Russian 13 Federation; and 14 (B) implementing the North Atlantic Trea-15 ty Organization’s new Strategic Concept, which 16 seeks to strengthen the alliance’s deterrence 17 and defense posture by denying potential adver-18 saries any possible opportunities for aggression; 19 (2) to enhance regional planning and coopera-20 tion among the military forces of the Baltic coun-21 tries, particularly with respect to long-term regional 22 capability projects, including— 23 (A) long-range precision fire systems and 24 capabilities; 25 VerDate Sep 11 2014 03:47 Mar 26, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1009.IS S1009 ssavage on LAPJG3WLY3PROD with BILLS 3 •S 1009 IS (B) integrated air and missile defense; 1 (C) maritime domain awareness; 2 (D) land forces development, including 3 stockpiling large caliber ammunition; 4 (E) command, control, communications, 5 computers, intelligence, surveillance, and recon-6 naissance; 7 (F) special operations forces development; 8 (G) coordination with and security en-9 hancements for Poland, which is a neighboring 10 North Atlantic Treaty Organization ally; and 11 (H) other military capabilities, as deter-12 mined by the Secretary of Defense; and 13 (3) with respect to the military forces of the 14 Baltic countries, to improve cyber defenses and resil-15 ience to hybrid threats. 16 (d) S TRATEGY.— 17 (1) I N GENERAL.—Not later than one year 18 after the date of the enactment of this Act, the Sec-19 retary of Defense shall submit to the Committees on 20 Armed Services of the Senate and the House of Rep-21 resentatives a report setting forth a strategy for the 22 Department of Defense to achieve the objectives de-23 scribed in subsection (b). 24 VerDate Sep 11 2014 03:47 Mar 26, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1009.IS S1009 ssavage on LAPJG3WLY3PROD with BILLS 4 •S 1009 IS (2) CONSIDERATIONS.—The strategy required 1 by this subsection shall include a consideration of— 2 (A) security assistance programs for the 3 Baltic countries authorized as of the date on 4 which the strategy is submitted; 5 (B) the ongoing security threats to the 6 North Atlantic Treaty Organization’s eastern 7 flank posed by Russian aggression, including as 8 a result of the Russian Federation’s 2022 inva-9 sion of Ukraine with support from Belarus; and 10 (C) the ongoing security threats to the 11 Baltic countries posed by the presence, coercive 12 economic policies, and other malign activities of 13 the People’s Republic of China. 14 (e) A UTHORIZATION OFAPPROPRIATIONS.— 15 (1) I N GENERAL.—There is authorized to be 16 appropriated to the Secretary of Defense 17 $350,000,000 for each of the fiscal years 2026, 18 2027, and 2028 to carry out the Initiative. 19 (2) S ENSE OF CONGRESS .—It is the sense of 20 Congress that the Secretary of Defense should seek 21 to require matching funds from each of the Baltic 22 countries that participate in the Initiative in 23 amounts commensurate with amounts provided by 24 the Department of Defense for the Initiative. 25 VerDate Sep 11 2014 03:47 Mar 26, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S1009.IS S1009 ssavage on LAPJG3WLY3PROD with BILLS 5 •S 1009 IS (f) BALTICCOUNTRIESDEFINED.—In this section, 1 the term ‘‘Baltic countries’’ means— 2 (1) Estonia; 3 (2) Latvia; and 4 (3) Lithuania. 5 Æ VerDate Sep 11 2014 03:47 Mar 26, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\S1009.IS S1009 ssavage on LAPJG3WLY3PROD with BILLS
