To rescind Presidential memoranda on the withdrawal of
certain areas of the outer Continental Shelf from oil
or natural gas leasing.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Overturn Biden’s Off-4
shore Energy Ban Act’’. 5
SEC. 2. RESCISSION OF PRESIDENTIAL MEMORANDA ON 6
THE WITHDRAWAL OF CERTAIN AREAS OF 7
THE OUTER CONTINENTAL SHELF. 8
The following Presidential memoranda shall have no 9
force or effect: 10

2025, relating to the Gulf of Mexico, Atlantic, and 5
Pacific areas of the outer Continental Shelf. 6

of the United States Outer Continental Shelf from 9
Oil or Natural Gas Leasing’’, and dated January 6, 10
2025, relating to the Bering Sea areas of the outer 11
