To establish the Historic Greenwood District—Black Wall 
Street National Monument in the State of Oklahoma, 
and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Historic Greenwood 4
District—Black Wall Street National Monument Estab-5
lishment Act’’. 6
SEC. 2. DEFINITIONS. 7

(1) COMMISSION.—The term ‘‘Commission’’ 1
means the Historic Greenwood District—Black Wall 2
Street National Monument Advisory Commission es-3
tablished by section 5(a). 4
(2) M
AP.—The term ‘‘Map’’ means the map en-5
titled ‘‘Greenwood Historic District—Black Wall 6
Street National Monument, Proposed Boundary’’, 7
numbered 196/188,275, and dated August 2024. 8
(3) N
ATIONAL MONUMENT .—The term ‘‘Na-9
tional Monument’’ means the Historic Greenwood 10
District—Black Wall Street National Monument es-11
tablished by section 3(a). 12
(4) S
ECRETARY.—The term ‘‘Secretary’’ means 13
the Secretary of the Interior. 14
SEC. 3. ESTABLISHMENT OF HISTORIC GREENWOOD DIS-15
TRICT—BLACK WALL STREET NATIONAL 16
MONUMENT. 17
(a) E
STABLISHMENT.— 18
(1) I
N GENERAL.—Subject to paragraph (2), 19
there is established the Historic Greenwood Dis-20
trict—Black Wall Street National Monument in the 21
State of Oklahoma as a unit of the National Park 22
System to preserve, protect, and interpret for the 23
benefit of present and future generations resources 24
associated with the Historic Greenwood District, 25

1921 and the role of each in the history of the State 2
of Oklahoma and the United States. 3
(2) C
ONDITIONS OF ESTABLISHMENT .— 4
(A) D
ETERMINATION BY THE SEC -5
RETARY.—The National Monument shall be es-6
tablished on the date the Secretary determines 7
that a sufficient quantity of land or interests in 8
land has been acquired to constitute a manage-9
able park unit. 10
(B) N
OTICE.—Not later than 30 days 11
after the date on which the Secretary makes a 12
determination under subparagraph (A), the 13
Secretary shall publish in the Federal Register 14
notice of the establishment of the National 15
Monument. 16
(b) B
OUNDARY.—The boundary of the National 17
Monument shall be as generally depicted on the Map. 18
(c) M
AP.—The Map shall be on file and available for 19
public inspection in the appropriate offices of the National 20
Park Service. 21
(d) A
CQUISITIONAUTHORITY.—The Secretary may 22
acquire any land or interest in land located within the 23
boundary of the National Monument by— 24
(1) donation; 25

(2) purchase from a willing seller with donated 1
or appropriated funds; or 2
(3) exchange. 3
(e) A
GREEMENTS.— 4
(1) I
N GENERAL.—The Secretary may enter 5
into cooperative agreements, as appropriate, with 6
public or private entities to provide and facilitate, 7
within or outside the boundary of the National 8
Monument, interpretive and educational services, ad-9
ministrative support, and technical assistance relat-10
ing to the National Monument. 11
(2) M
ARKING AND INTERPRETATION OF SIG -12
NIFICANT HISTORIC OR CULTURAL RESOURCES .— 13
The Secretary may enter into agreements to mark or 14
interpret significant historic or cultural resources or 15
locations on land within the boundary of the Na-16
tional Monument. 17
(f) P
RIVATEPROPERTY.—Nothing in this Act affects 18
the rights of an owner of private property within or adja-19
cent to the National Monument. 20
SEC. 4. ADMINISTRATION. 21
(a) A
DMINISTRATION BY SECRETARY.—The Sec-22
retary shall administer the National Monument in accord-23
ance with— 24
(1) this Act; and 25

(2) the laws generally applicable to units of the 1
National Park System. 2
(b) M
ANAGEMENTPLAN.— 3
(1) I
N GENERAL.—Not later than 3 years after 4
the date on which funds are first made available to 5
carry out this Act, the Secretary shall prepare a 6
management plan for the National Monument in ac-7
cordance with section 100502 of title 54, United 8
States Code. 9
(2) C
ONSULTATION.—The Secretary shall con-10
sult with the Commission on the preparation of the 11
management plan under paragraph (1). 12
SEC. 5. ESTABLISHMENT OF HISTORIC GREENWOOD DIS-13
TRICT—BLACK WALL STREET NATIONAL 14
MONUMENT ADVISORY COMMISSION. 15
(a) E
STABLISHMENT.—There is established an advi-16
sory commission, to be known as the ‘‘Historic Greenwood 17
District—Black Wall Street National Monument Advisory 18
Commission’’. 19
(b) D
UTY.—The Commission shall advise the Sec-20
retary on matters relating to the development and man-21
agement of the National Monument, including the con-22
struction of visitor service facilities and infrastructure. 23
(c) M
EMBERSHIP.— 24

(1) COMPOSITION.—The Commission shall be 1
composed of 11 members, to be appointed by the 2
Secretary, of whom— 3
(A) 7 members shall be descendants of in-4
dividuals who lived or worked in the Greenwood 5
District of Tulsa in 1921, to be appointed after 6
consideration of recommendations from inter-7
ested organizations or individuals; 8
(B) 3 members shall have experience in the 9
field of historic preservation or the purposes for 10
which the National Monument was established; 11
and 12
(C) 1 member shall be appointed after con-13
sideration of recommendations submitted by the 14
Mayor of Tulsa. 15
(2) T
ERMS.—A member of the Commission 16
shall be appointed for a term of 5 years. 17
(3) V
ACANCIES.—Any vacancy on the Commis-18
sion shall be filled in the same manner in which the 19
original appointment was made. 20
(4) S
UCCESSORS.—Notwithstanding the expira-21
tion of a 5-year term of a member of the Commis-22
sion, a member of the Commission may continue to 23
serve on the Commission until the date on which— 24

(A) the member is reappointed by the Sec-1
retary; or 2
(B) a successor is appointed by the Sec-3
retary. 4
(d) C
HAIR; BYLAWS.—The Commission shall— 5
(1) have a Chair, who shall be elected by the 6
members of the Commission; and 7
(2) adopt such bylaws as the Commission con-8
siders necessary to carry out the functions of the 9
Commission under this Act. 10
(e) M
EETINGS.—The Commission shall meet at the 11
call of— 12
(1) the Chair; or 13
(2) a majority of the members of the Commis-14
sion. 15
(f) Q
UORUM.—A majority of the members of the 16
Commission shall constitute a quorum. 17
(g) C
OMPENSATION.— 18
(1) I
N GENERAL.—Members of the Commission 19
shall serve without compensation. 20
(2) T
RAVEL EXPENSES.—Members of the Com-21
mission shall be allowed travel expenses, including 22
per diem in lieu of subsistence, at rates authorized 23
for an employee of an agency under subchapter I of 24
chapter 57 of title 5, United States Code, while 25

away from the home or regular place of business of 1
the member in the performance of the duties of the 2
Commission. 3
(h) F
ACANONAPPLICABILITY.—Section 1013(b) of 4
title 5, United States Code, shall not apply to the Commis-5
sion. 6
(i) T
ERMINATION.—The Commission shall terminate 7
10 years after the date on which the National Monument 8
is established. 9
