A BILL 
To amend the Clean Air Act to eliminate a waiver under 
that Act, to eliminate an authorization for States to 
use new motor vehicle emission and new motor vehicle 
engine emissions standards identical to standards adopt-
ed in California, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Stop California from 4
Advancing Regulatory Burden Act of 2025’’ or the ‘‘Stop 5
CARB Act of 2025’’. 6

SEC. 2. REPEAL OF WAIVERS OF STATE STANDARDS. 1
(a) I
NGENERAL.—Section 209 of the Clean Air Act 2
(42 U.S.C. 7543) is amended— 3
(1) by striking subsection (b); 4
(2) in subsection (c), by striking the last sen-5
tence; 6
(3) by redesignating subsections (c) and (d) as 7
subsections (b) and (c), respectively; and 8
(4) by striking subsection (e) and inserting the 9
following: 10
‘‘(d) P
ROHIBITION ON STATESTANDARDS FOR 11
N
ONROADENGINES ORVEHICLES.—No State or any po-12
litical subdivision thereof shall adopt or attempt to enforce 13
any standard or other requirement that directly or indi-14
rectly relates to the control of emissions from nonroad en-15
gines or nonroad vehicles, including the following new 16
nonroad engines or nonroad vehicles subject to regulation 17
under this Act: 18
‘‘(1) New engines that are used in construction 19
equipment, construction vehicles, farm equipment, or 20
farm vehicles. 21
‘‘(2) New locomotives or new engines used in lo-22
comotives.’’. 23
(b) E
FFECT.—Notwithstanding any other provision 24
of law, as of the date of enactment of this Act— 25

(1) no waiver issued under subsection (b) of 1
section 209 of the Clean Air Act (42 U.S.C. 7543) 2
(as in effect on the day before the date of enactment 3
of this Act) before the date of enactment of this Act 4
shall have any force or effect; and 5
(2) any application for a waiver under that sub-6
section (as in effect on the day before the date of 7
enactment of this Act) pending before the Adminis-8
trator of the Environmental Protection Agency on 9
the date of enactment of this Act shall be considered 10
denied. 11
(c) C
ONFORMINGAMENDMENTS.— 12
(1) Section 202(i)(2)(A) of the Clean Air Act 13
(42 U.S.C. 7521(i)(2)(A)) is amended, in the matter 14
preceding clause (i), in the first sentence, by striking 15
‘‘, taking into consideration the waiver provisions of 16
section 209(b)’’. 17
(2) Section 211 of the Clean Air Act (42 U.S.C. 18
7545) is amended— 19
(A) in subsection (c)(4)— 20
(i) in subparagraph (A), in the matter 21
preceding clause (i), by striking ‘‘or (C)’’; 22
(ii) by striking subparagraph (B); and 23
(iii) by redesignating subparagraph 24
(C) as subparagraph (B); 25

(B) in subsection (k)(1)(B)(ii), by striking 1
‘‘(other than a refiner or importer in a State 2
that has received a waiver under section 209(b) 3
with respect to gasoline produced for use in 4
that State)’’; and 5
(C) in subsection (o)(6)— 6
(i) by striking subparagraph (E); 7
(ii) in subparagraph (F), by striking 8
‘‘any State that has received a waiver 9
under section 209(b) or’’; and 10
(iii) by redesignating subparagraph 11
(F) as subparagraph (E). 12
(3) Section 241(2) of the Clean Air Act (42 13
U.S.C. 7581(2)) is amended, in the second sentence, 14
by striking ‘‘(or any CARB’’ and all that follows 15
through ‘‘section 243(e))’’. 16
(4) Section 242(b) of the Clean Air Act (42 17
U.S.C. 7582(b)) is amended by striking ‘‘except as 18
provided in section 244 with respect to administra-19
tion and enforcement, and’’ each place it appears. 20
(5) Section 243 of the Clean Air Act (42 U.S.C. 21
7583) is amended by striking subsections (e), (f), 22
and (g). 23
(6) Section 244 of the Clean Air Act (42 U.S.C. 24
7584) is repealed. 25

(7) Section 247(b) of the Clean Air Act (42 1
U.S.C. 7587(b)) is amended, in the second sentence, 2
by striking ‘‘section 242, 243, 244,’’ and inserting 3
‘‘sections 242, 243,’’. 4
SEC. 3. REPEAL OF AUTHORIZATION TO USE CALIFORNIA 5
NEW MOTOR VEHICLE EMISSION STANDARDS. 6
(a) I
NGENERAL.—Section 177 of the Clean Air Act 7
(42 U.S.C. 7507) is repealed. 8
(b) C
ONFORMINGAMENDMENT.—Section 249(e)(3) 9
of the Clean Air Act (42 U.S.C. 7589(e)(3)) is amended 10
by striking the second sentence. 11
