A BILL 
To support Taiwan’s international space, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Taiwan Allies Fund 4
Act’’. 5
SEC. 2. FINDINGS. 6
Congress makes the following findings: 7
(1) Taiwan is a free and prosperous democracy 8
of more than 23,000,000 people and an important 9
contributor to peace and stability around the world. 10

(2) The People’s Republic of China has engaged 1
in a years-long campaign to diplomatically isolate 2
Taiwan on the world stage. 3
(3) Since 2013, the Gambia, Sa˜o Tome´and 4
Prı´ncipe, Panama, the Dominican Republic, Burkina 5
Faso, El Salvador, the Solomon Islands, Kiribati, 6
Nicaragua, Honduras, and, most recently in 2024, 7
Nauru have severed diplomatic relations with Tai-8
wan in favor of diplomatic relations with the Peo-9
ple’s Republic of China. 10
(4) The People’s Republic of China has used 11
economic and diplomatic intimidation against coun-12
tries pursuing unofficial relations with Taiwan, in-13
cluding Lithuania, Czechia, and the United States. 14
(5) The Taiwan Relations Act of 1979 (Public 15
Law 96–8) states that it is the policy of the United 16
States ‘‘to maintain the capacity of the United 17
States to resist any resort to force or other forms 18
of coercion that would jeopardize the security, or the 19
social or economic system, of the people on Taiwan’’. 20
(6) The Taiwan Allies International Protection 21
and Enhancement Initiative (TAIPEI) Act of 2019 22
(Public Law 116–135) states that the United States 23
Government should— 24

(A) ‘‘support Taiwan in strengthening its 1
official diplomatic relationships as well as other 2
partnerships with countries in the Indo-Pacific 3
region and around the world’’; and 4
(B) ‘‘consider, in certain cases as appro-5
priate and in alignment with United States in-6
terests, increasing its economic, security, and 7
diplomatic engagement with nations that have 8
demonstrably strengthened, enhanced, or up-9
graded relations with Taiwan’’. 10
SEC. 3. SENSE OF CONGRESS. 11
It is the sense of Congress that the United States 12
Government should— 13
(1) advocate, as appropriate, for Taiwan’s pres-14
ence on the global stage, including at international 15
organizations; 16
(2) promote the preservation and expansion of 17
Taiwan’s official diplomatic relations with countries 18
around the world; 19
(3) expand Taiwan’s unofficial relations with 20
countries around the world; 21
(4) encourage countries with unofficial relations 22
with Taiwan to deepen their engagement; and 23
(5) advance the economic development of coun-24
tries that support democratic partners like Taiwan. 25

SEC. 4. TAIWAN ALLIES FUND. 1
(a) A
UTHORIZATION OF APPROPRIATIONS.—Of the 2
amounts made available under the Countering PRC Influ-3
ence Fund for each of the fiscal years 2026, 2027, and 4
2028, there is authorized to be appropriated $40,000,000 5
for each such fiscal year to support Taiwan’s international 6
space. 7
(b) E
LIGIBLECOUNTRIES.—Amounts available pur-8
suant to the authorization of appropriations under sub-9
section (a) may be used in countries that— 10
(1) maintain official relations with Taiwan or 11
have meaningfully strengthened unofficial relations 12
with Taiwan; 13
(2) have been subject to coercion or pressure by 14
the People’s Republic of China due to their relations 15
with Taiwan; and 16
(3) lack the economic or political capability to 17
effectively respond to such coercion or pressure by 18
the People’s Republic of China without the support 19
of the United States. 20
(c) U
SE OFFUNDS.—Amounts available pursuant to 21
the authorization of appropriations under subsection (a) 22
may be used to support any of the following activities in 23
the countries described in subsection (b): 24
(1) To support health initiatives that provide 25
alternatives to the Health Silk Road. 26

(2) To build the capacity and resilience of civil 1
society, media, and other nongovernmental organiza-2
tions in countering the influence and propaganda of 3
the People’s Republic of China. 4
(3) To diversify supply chains away from the 5
People’s Republic of China. 6
(4) To provide alternatives to People’s Republic 7
of China development assistance and project financ-8
ing. 9
(5) To advance Taiwan’s meaningful participa-10
tion in international fora and multilateral organiza-11
tions. 12
(6) To work with the private sector to provide 13
United States or allied alternatives to People’s Re-14
public of China information and communications 15
technology infrastructure and components. 16
(d) L
IMITATION ONFUNDS.—A country described in 17
subsection (b) may not receive more than $5,000,000 of 18
funds made available pursuant to the authorization of ap-19
propriations under subsection (a) during any fiscal year. 20
(e) I
MPLEMENTATION.— 21
(1) I
N GENERAL.—The Secretary of State, in 22
consultation with the Administrator for the United 23
States Agency for International Development, the 24
Director of the American Institute in Taiwan, and 25

the heads other relevant Federal agencies, shall co-1
ordinate and carry out activities described in sub-2
section (c). 3
(2) A
UTHORITIES.—Amounts available pursu-4
ant to the authorization of appropriations under 5
subsection (a) may be considered foreign assistance 6
under the Foreign Assistance Act of 1961 (22 7
U.S.C. 2151 et seq.) for purposes of making avail-8
able the administrative authorities in that Act and 9
may be transferred to, and merged with, funds made 10
available for any provision of the Foreign Assistance 11
Act of 1961 to carry out the purposes of this sec-12
tion, except that such funds shall remain available 13
until expended. 14
(3) C
OORDINATION WITH TAIWAN .—In order to 15
maximize cost efficiency and eliminate duplication, 16
the Secretary of State, in consultation with the Ad-17
ministrator for the United States Agency for Inter-18
national Development, should work with the Director 19
of the American Institute in Taiwan to ensure co-20
ordination with relevant parties of Taiwan, as appro-21
priate. 22
(4) C
OST-SHARING WITH TAIWAN .—The Sec-23
retary of State should convey to relevant parties of 24
Taiwan, as appropriate, that Taiwan should con-25

tribute commensurate assistance to countries de-1
scribed in subsection (b). 2
(5) R
EPORT.— 3
(A) I
N GENERAL.—Not later than 1 year 4
after the date of the enactment of this Act, and 5
annually thereafter for two years, the Secretary 6
of State shall submit to the appropriate con-7
gressional committees a report on activities de-8
scribed in this section that were carried out 9
during the preceding fiscal year. 10
(B) E
LEMENTS.—Each report required by 11
subparagraph (A) shall include— 12
(i) with respect to each activity de-13
scribed in subsection (c)— 14
(I) the amount of funding for the 15
activity; 16
(II) the goal to which the activity 17
relates; and 18
(III) an assessment of the suc-19
cess of the activity to meet the goal to 20
which the activity relates; and 21
(ii) with respect to this subsection— 22
(I) the amount of funding for the 23
activity provided by Taiwan during 24
the preceding year, if any; and 25

(II) an assessment of whether 1
the funding described in subclause (I) 2
is commensurate with funding pro-3
vided by the United States. 4
(f) R
ULE OFCONSTRUCTION.—Nothing in this sec-5
tion may be construed to apply to or limit United States 6
foreign assistance not provided using amounts available 7
pursuant to the authorization of appropriations under sub-8
section (a). 9
(g) A
PPROPRIATE CONGRESSIONAL COMMITTEES 10

EFINED.—In this section, the term ‘‘appropriate con-11
gressional committees’’ means— 12
(1) the Committee on Foreign Relations of the 13
Senate; and 14
(2) the Committee on Foreign Affairs of the 15
House of Representatives. 16
