A BILL 
To establish the Office of Security Training and Counter-
intelligence in the Executive Office of the President, and 
for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Operational Security 4
Act of 2025’’. 5

SEC. 2. OFFICE OF SECURITY TRAINING AND COUNTER-1
INTELLIGENCE OF EXECUTIVE OFFICE OF 2
THE PRESIDENT. 3
(a) O
FFICE OFSECURITYTRAINING ANDCOUNTER-4
INTELLIGENCE.—There is in the Executive Office of the 5
President an Office of Security Training and Counterintel-6
ligence (in this section referred to as the ‘‘Office’’). 7
(b) D
IRECTOR.— 8
(1) I
N GENERAL.—There shall be at the head 9
of the Office a Director of the Office of Security 10
Training and Counterintelligence (in this section re-11
ferred to as the ‘‘Director’’) who shall be appointed 12
by the President, by and with the advice and consent 13
of the Senate. 14
(2) I
NITIAL APPOINTMENT .—The President 15
shall make an initial appointment of the Director 16
not later than the date that is 30 days after the date 17
of the enactment of this Act. 18
(3) Q
UALIFICATIONS OF THE DIRECTOR .—The 19
Director shall— 20
(A) be a recognized security expert, includ-21
ing expertise in cybersecurity, physical security, 22
or counterintelligence; and 23
(B) be eligible to access classified informa-24
tion at the level of ‘‘Top Secret’’ and be eligible 25
to access sensitive compartmented information. 26

(c) DETAILEES.— 1
(1) I
N GENERAL.—Subject to paragraph (3), 2
the Office shall be staffed by career security and 3
counterintelligence professionals detailed from Fed-4
eral agencies. 5
(2) F
ROM OFFICE OF DIRECTOR OF NATIONAL 6
INTELLIGENCE.—Subject to paragraph (3), the Di-7
rector of National Intelligence may detail to the Of-8
fice any of the personnel of the Office of the Direc-9
tor of National Intelligence to assist in carrying out 10
the functions of the Office under subsection (e). 11
(3) C
LEARANCE.—Any personnel detailed to the 12
Office under this subsection shall possess a security 13
clearance in accordance with applicable laws and 14
regulations concerning the handling of classified in-15
formation. 16
(d) F
UNCTIONS.—The primary functions of the Of-17
fice are to provide, within the Executive Office of the 18
President, advice on the following: 19
(1) S
ECURITY TRAINING.—Training, education, 20
and research activities to equip and prepare per-21
sonnel of the Executive Office of the President 22
through the development and management of on-line 23
and in-person courses, curricula, conferences, and 24
other products. 25

(2) COUNTERINTELLIGENCE AND INSIDER 1
THREAT.—Activities to identify, assess, deter, and 2
mitigate foreign and insider threats to the Executive 3
Office of the President, both directly and through 4
collaborative engagement with other intelligence and 5
law enforcement organizations. 6
(3) P
ROTECTION OF CLASSIFIED INFORMA -7
TION.—Protection and preservation of classified in-8
formation and other sensitive information, including 9
with regard to the use by personnel of the Executive 10
Office of the President of unclassified commercially 11
available messaging applications, as well as preserva-12
tion of such information through collaborative en-13
gagement with the National Archives and Records 14
Administration. 15
(e) A
DVISORYBOARD.— 16
(1) E
STABLISHMENT.— 17
(A) I
N GENERAL.—There is hereby estab-18
lished an advisory board to advise the Presi-19
dent, the Assistant to the President for Na-20
tional Security Affairs, the Director of the Of-21
fice, and such other personnel of the Executive 22
Office of the President as the Board considers 23
appropriate on best practices in security train-24

ing, counterintelligence and insider threats, and 1
protection of classified information. 2
(B) D
ESIGNATION.—The advisory board 3
established by subparagraph (A) shall be known 4
as the ‘‘Security Training and Counterintel-5
ligence Advisory Board’’ (in this section re-6
ferred to as the ‘‘Board’’). 7
(2) M
EMBERSHIP.— 8
(A) C
OMPOSITION.—Subject to subpara-9
graph (B), the Board shall be composed of 4 10
members, appointed as follows: 11
(i) One member appointed by the 12
Democratic leader of the Senate. 13
(ii) One member appointed by the Re-14
publican leader of the Senate. 15
(iii) One member appointed by the 16
Democratic leader of the House of Rep-17
resentatives. 18
(iv) One member appointed by the Re-19
publican leader of the House of Represent-20
atives. 21
(B) C
RITERIA.—The members appointed 22
under subparagraph (A) shall meet the fol-23
lowing criteria: 24

(i) Each member shall be a recognized 1

ERMS.— 9
(i) I
N GENERAL.—Each member ap-10
pointed to the Board, including the Chair-11
person selected under paragraph (3), shall 12
be appointed or elected, as applicable, for 13
a 2-year term and members of the Board 14
may be reappointed for additional terms of 15
service as members of the Board. Members 16
may continue to serve until they are either 17
reappointed or replaced. 18
(ii) A
NNUAL REPORTS .—The Board 19
shall submit to the congressional intel-20
ligence committees (as defined in section 3 21
of the National Security Act of 1947 (50 22
U.S.C. 3003)), in writing, an annual re-23
port which shall set forth the recommenda-24
tions of the Board for improving security 25

threat awareness, and the protection of 2
classified information and other sensitive 3
information used by personnel of the Exec-4
utive Office of the President. 5
(3) C
HAIRPERSON.— 6
(A) I
N GENERAL.—During the first meet-7
ing of the Board, the members of the Board 8
shall elect a Chairperson of the Board. 9
(B) L
IMITATION.—In addition to meeting 10
the criteria under paragraph (2)(B), the Chair-11
person may not be an employee, or former em-12
ployee, of the Executive Office of the President. 13
