To establish a Youth Mental Health Research Initiative in 
the National Institutes of Health for purposes of encour-
aging collaborative research to improve youth mental 
health. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Youth Mental Health 4
Research Act’’. 5

SEC. 2. COLLABORATIVE RESEARCH ON YOUTH MENTAL 1
HEALTH. 2
Part B of title IV of the Public Health Service Act 3
(42 U.S.C. 284 et seq.) is amended by adding at the end 4
the following: 5
‘‘SEC. 409K. COLLABORATIVE RESEARCH ON YOUTH MEN-6
TAL HEALTH. 7
‘‘(a) I
NGENERAL.—The Director of NIH shall estab-8
lish a Youth Mental Health Research Initiative, to be led 9
by the Director of the National Institute of Mental Health, 10
in collaboration with the Director of the Eunice Kennedy 11
Shriver National Institute of Child Health and Human 12
Development and the Director of the National Institute 13
on Minority Health and Health Disparities, to coordinate 14
and encourage collaboration among the national research 15
institutes and national centers with respect to funda-16
mental and applied research on youth mental health, in-17
cluding— 18
‘‘(1) social, behavioral, cognitive, and develop-19
mental research, to build resilience and increase the 20
capacity of communities to identify and care for 21
youth at risk or in crisis; and 22
‘‘(2) research to improve the targeting and de-23
livery of mental health interventions in clinical and 24
community settings where youth live, play, work, 25
and learn. 26

‘‘(b) AUTHORIZATION OF APPROPRIATIONS.—There 1
are authorized to be appropriated to carry out this section 2
$100,000,000 for each of fiscal years 2025 through 3
2030.’’. 4
