A BILL
To amend title 49 of the United States Code, to revise
the qualifications for organization designation authoriza-
tion holders, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Safety Starts at the 4
Top Act of 2025’’. 5
SEC. 2. QUALIFICATIONS FOR ODA HOLDERS. 6
(a) I
NGENERAL.—Section 44736(c)(2) of title 49, 7
United States Code, is amended to read as follows: 8
‘‘(2) ODA
HOLDER.—The term ‘ODA holder’ 9
means an entity that— 10

‘‘(A) is authorized to perform functions 1
pursuant to a delegation made by the Adminis-2
trator of the FAA under section 44702(d); and 3
‘‘(B) in the case of an entity with at least 4
$15,000,000,000 in annual gross revenue, cer-5
tifies to the Administrator, on an annual basis, 6
that the board of directors of such entity in-7
cludes— 8
‘‘(i) two representatives from labor or-9
ganizations, including 1 representative 10
from each labor organization that rep-11
resents the employees of such entity that 12
are directly involved in the design and 13
manufacturing of aircraft; and 14
‘‘(ii) two representatives with proven 15
experience in aerospace safety and demon-16
strable outcomes related to such experi-17
ence.’’. 18
(b) R
EVIEW OFEXISTINGODA HOLDERS.—Not 19
later than 90 days after the date of enactment of this sec-20
tion, the Administrator of the Federal Aviation Adminis-21
tration shall rescind any delegation made under section 22
44702(d) of title 49, United States Code, to an entity that 23

does not meet the requirements under paragraph (2) of 1
such section 44736(c)(2), as amended by subsection (a). 2
