SHORT TITLE. 3 This Act may be cited as the ‘‘No Taxation Without 4 Representation Act of 2025’’. 5 SEC. 2. CONGRESSIONAL APPROVAL REQUIRED FOR IM-1 POSITION OF DUTIES. 2 ‘‘(a) I NGENERAL.—On and after the date of the en-3 actment of this section, the President may impose a duty 4 on the importation of articles into the United States under 5 any provision of law, including a provision of law specified 6 in subsection (b), only if— 7 ‘‘(1) the President submits to Congress a pro-8 posal to impose the duty that includes a rationale 9 for imposing the duty; and 10 ‘‘(2) there is enacted into law a joint resolution 11 approving the imposition of the duty. 12 ‘‘(b) P ROVISIONS OFLAWSPECIFIED.—The provi-13 sions of law specified in this subsection are the following: 14 ‘‘(1) This Act. 15 ‘‘(2) The Tariff Act of 1930 (19 U.S.C. 1301 16 et seq.). 17 ‘‘(3) The Trade Expansion Act of 1962 (19 18 U.S.C. 1862 et seq.). 19 ‘‘(4) The Trading with the Enemy Act (50 20 U.S.C. 4301 et seq.). 21 ‘‘(5) The International Emergency Economic 22 Powers Act (50 U.S.C. 1701 et seq.). 23 ‘‘(6) Any provision of law enacted to implement 24 a trade agreement to which the United States is a 25 party. 26 VerDate Sep 11 2014 10:26 Apr 14, 2025 Jkt 000000 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1293.IS S1293 mprince on LAP1J3WLY3PROD with $$_JOB 3 •S 1293 IS ‘‘(7) Any provision of a trade agreement to 1 which the United States is a party. 2 ‘‘(8) Any other provision of the customs and 3 trade laws of the United States (as defined in sec-4 tion 2 of the Trade Facilitation and Trade Enforce-5 ment Act of 2015 (19 U.S.C. 4301)). 6 ‘‘(c) T REATMENT OF EMBARGOES.—Subsection (a) 7 does not apply to the exclusion of all articles, or all of 8 a certain type of article, imported from a country from 9 entering the United States.’’. 10 (b) C LERICALAMENDMENT.—The table of contents 11 for the Trade Act of 1974 is amended by inserting after 12 the item relating to section 154 the following: 13 ‘‘Sec. 155. Congressional approval required for imposition of duties.’’.
