Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Project Safe Neighbor-4 hoods Reauthorization Act of 2025’’. 5 SEC. 2. FINDINGS. 6 Congress finds the following: 7 (1) Launched in 2001, the Project Safe Neigh-8 borhoods program is a nationwide initiative that 9 brings together Federal, State, local, and Tribal law 10 VerDate Sep 11 2014 10:29 Apr 14, 2025 Jkt 000000 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S1300.IS S1300 mprince on LAP1J3WLY3PROD with $$_JOB 2 •S 1300 IS enforcement officials, prosecutors, community lead-1 ers, and other stakeholders to identify the most 2 pressing crime problems in a community and work 3 collaboratively to address those problems. 4 (2) The Project Safe Neighborhoods program— 5 (A) operates in all 94 Federal judicial dis-6 tricts throughout the 50 States and territories 7 of the United States; and 8 (B) implements 4 key components to suc-9 cessfully reduce violent crime in communities, 10 including community engagement, prevention 11 and intervention, focused and strategic enforce-12 ment, and accountability. 13 SEC. 3. REAUTHORIZATION. 14 (a) D EFINITIONS.—Section 2 of the Project Safe 15 Neighborhoods Grant Program Authorization Act of 2018 16 (34 U.S.C. 60701) is amended— 17 (1) by redesignating paragraphs (1), (2), and 18 (3) as paragraphs (2), (4), and (5), respectively; 19 (2) by inserting before paragraph (2), as so re-20 designated, the following: 21 ‘‘(1) the term ‘crime analyst’ means an indi-22 vidual employed by a law enforcement agency for the 23 purpose of separating information into key compo-24 nents and contributing to plans of action to under-25 VerDate Sep 11 2014 10:29 Apr 14, 2025 Jkt 000000 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1300.IS S1300 mprince on LAP1J3WLY3PROD with $$_JOB 3 •S 1300 IS stand, mitigate, and neutralize criminal threats;’’; 1 and 2 (3) by inserting after paragraph (2), as so re-3 designated, the following: 4 ‘‘(3) the term ‘law enforcement assistant’ 5 means an individual employed by a law enforcement 6 agency or a prosecuting agency for the purpose of 7 aiding law enforcement officers in investigative or 8 administrative duties;’’. 9 (b) U SE OFFUNDS.—Section 4(b) of the Project 10 Safe Neighborhoods Grant Program Authorization Act of 11 2018 (34 U.S.C. 60703(b)) is amended— 12 (1) in paragraph (3), by striking ‘‘or’’ at the 13 end; 14 (2) in paragraph (4), by striking the period at 15 the end and inserting a semicolon; and 16 (3) by adding at the end the following: 17 ‘‘(5) hiring crime analysts to assist with violent 18 crime reduction efforts; 19 ‘‘(6) the cost of overtime for law enforcement 20 officers, prosecutors, and law enforcement assistants 21 that assist with the Program; and 22 ‘‘(7) purchasing, implementing, and using tech-23 nology to assist with violent crime reduction ef-24 forts.’’. 25 VerDate Sep 11 2014 10:29 Apr 14, 2025 Jkt 000000 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1300.IS S1300 mprince on LAP1J3WLY3PROD with $$_JOB 4 •S 1300 IS (c) AUTHORIZATION OF APPROPRIATIONS.—Section 1 6 of the Project Safe Neighborhoods Grant Program Au-2 thorization Act of 2018 (34 U.S.C. 60705) is amended 3 by striking ‘‘fiscal years 2019 through 2021’’ and insert-4 ing ‘‘fiscal years 2026 through 2030’’. 5 SEC. 4. TASK FORCE SUPPORT. 6 (a) S HORTTITLE.—This section may be cited as the 7 ‘‘Officer Ella Grace French and Sergeant Jim Smith Task 8 Force Support Act of 2025’’. 9 (b) A MENDMENT.—Section 4(b) of the Project Safe 10 Neighborhoods Grant Program Authorization Act of 2018 11 (34 U.S.C. 60703(b)), as amended by section 3(b), is 12 amended— 13 (1) in paragraph (6), by striking ‘‘and’’ at the 14 end; 15 (2) in paragraph (7), by striking the period at 16 the end and inserting ‘‘; and’’; and 17 (3) by adding at the end the following: 18 ‘‘(8) support for multi-jurisdictional task 19 forces.’’. 20 SEC. 5.
