A BILL 
To provide enhanced funding for family planning services. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Expanding Access to 4
Family Planning Act’’. 5
SEC. 2. TITLE X CLINIC FUND. 6
(a) I
NGENERAL.—There is established a Title X 7
Clinic Fund to be administered through the Office of the 8
Secretary of the Department of Health and Human Serv-9
ices (referred to in this section as the ‘‘Office of the Sec-10

retary’’), to provide for expanded and sustained national 1
investment in clinics providing family planning services 2
supported under title X of the Public Health Service Act 3
(42 U.S.C. 300 et seq.) (referred to in this section as ‘‘title 4
X clinics’’). 5
(b) F
UNDING.—There is appropriated to the Office 6
of the Secretary for the Title X Clinic Fund, out of any 7
monies in the Treasury not otherwise appropriated, for 8
each of fiscal years 2026 through 2035— 9
(1) $512,000,000 for necessary expenses for 10
grants and contracts under title X of the Public 11
Health Service Act (42 U.S.C. 300 et seq.); and 12
(2) $50,000,000 for infrastructure, including 13
the construction and renovation (including equip-14
ment) of title X clinics. 15
(c) A
VAILABILITY.—Amounts appropriated under 16
subsection (b) shall remain available until expended. 17
(d) C
ONDITIONS ONFUNDING.— 18
(1) P
ROHIBITION.—No recipient of funds made 19
available under this section that makes a subaward 20
for the provision of title X services may prohibit an 21
entity from participating in such subaward program 22
for reasons other than the entity’s inability to pro-23
vide such title X services. 24

(2) PREGNANCY COUNSELING .—In the case of 1
services provided by a title X clinic that receives 2
funding made available under this section, all preg-3
nancy counseling shall be nondirective, and, with re-4
spect to all patients of the title X clinic with a posi-5
tive pregnancy test, the following shall apply: 6
(A) All such patients shall be given the op-7
portunity to be provided information and coun-8
seling regarding each of the following options: 9
(i) Prenatal care and delivery. 10
(ii) Infant care, foster care, and adop-11
tion. 12
(iii) Pregnancy termination. 13
(B) If the patient requests such informa-14
tion and counseling, such patient shall be pro-15
vided with neutral, factual information and 16
nondirective counseling on each option de-17
scribed in subparagraph (A), including referral 18
upon request, except with respect to any option 19
about which the patient indicates no interest in 20
receiving such information and counseling. 21
