Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Dismantle Iran’s Proxy 4 Act of 2025’’. 5 SEC. 2. and 7 (B) impose, with respect to Ansarallah and 8 any foreign person the President determines is 9 an official, agent, or affiliate of Ansarallah, the 10 sanctions applicable with respect to a foreign 11 person pursuant to Executive Order 13224 (50 12 U.S.C. 1701 note; and 11 (2) to take appropriate steps to degrade the of-12 fensive capabilities of Ansarallah, including with re-13 spect to command and control, key leaders, intel-14 ligence sources supporting attacks by Ansarallah, le-15 thal aid, training, and materiel support. 16 (c) R EPORT ONOBSTACLES TOPROVISION OFHU-17 MANITARIANAID INAREAS OFYEMENUNDERDE-FACTO 18 A NSARALLAHCONTROL.— 19 (1) I N GENERAL.—Not later than 180 days 20 after the date of the enactment of this Act, the Sec-21 retary of State, in consultation with the Adminis-22 trator of the United States Agency for International 23 Development, shall submit to the appropriate con-24 gressional committees a report on obstacles to the 25 VerDate Sep 11 2014 00:31 Feb 15, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S145.IS S145 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •S 145 IS provision of humanitarian aid by international orga-1 nizations and nongovernmental organizations in 2 areas of Yemen under the de-facto control of 3 Ansarallah. 4 (2) M ATTERS TO BE INCLUDED .—The report 5 required by paragraph (1) shall include the fol-6 lowing: 7 (A) An identification of challenges to dis-8 tribution of humanitarian aid created by rules, 9 regulations, and bureaucracy of Ansarallah with 10 respect to access and freedom of movement, 11 and an assessment of the overall impact such 12 rules, regulations, and bureaucracy have on the 13 ability of the international community to dis-14 tribute humanitarian aid in a manner con-15 sistent with basic humanitarian principles. 16 (B) An assessment of attempted inter-17 ference by Ansarallah in the delivery of humani-18 tarian aid, including the manipulation or undue 19 influence of beneficiary lists or related data for 20 political or military purposes, and the implica-21 tions of any such interference on civilian needs 22 and aid distribution. 23 (C) An evaluation of the use of violence 24 and intimidation by Ansarallah against humani-25 VerDate Sep 11 2014 00:31 Feb 15, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S145.IS S145 kjohnson on DSK7ZCZBW3PROD with $$_JOB 5 •S 145 IS tarian workers and diplomats, including current 1 and former locally employed staff of the United 2 States embassy. 3 (D) An overview of the steps the United 4 States and its partners are taking to ensure hu-5 manitarian aid is delivered unhindered and con-6 sistent with basic humanitarian principles, in-7 cluding how organizations supported by the 8 United States respond to attempted diversion or 9 interference by Ansarallah. 10 (d) D EFINITIONS.—In this section: 11 (1) A NSARALLAH.—The term ‘‘Ansarallah’’ 12 means the movement known as Ansarallah, the 13 Houthi movement, or any other alias. 14 (2) A PPROPRIATE CONGRESSIONAL COMMIT -15 TEES.—The term ‘‘appropriate congressional com-16 mittees’’ means— 17 (A) the Committee on Foreign Relations of 18 the Senate;
