Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘No Tax Dollars for 4 Terrorists Act’’. 5 SEC. 2. STRATEGY TO OPPOSE FINANCIAL OR MATERIAL 15 SUPPORT BY FOREIGN COUNTRIES AND NON-16 GOVERNMENTAL ORGANIZATIONS TO THE 17 TALIBAN. 18 (a) S TATEMENT OFPOLICY.—It is the policy of the 19 United States— 20 (1) to oppose the provision of financial or mate-21 rial support by foreign countries and nongovern-22 mental organizations to the Taliban, particularly 23 countries and organizations that receive United 24 States-provided foreign assistance; and 25 VerDate Sep 11 2014 17:44 Feb 19, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S226.IS S226 ssavage on LAPJG3WLY3PROD with BILLS 3 •S 226 IS (2) to review United States-provided financial 1 assistance to foreign countries and nongovernmental 2 organizations that have provided financial or mate-3 rial support to the Taliban. 4 (b) R EPORT.—Not later than 30 days after the date 5 of the enactment of this Act, the Secretary of State shall 6 submit a report to the appropriate congressional commit-7 tees that identifies— 8 (1) foreign countries and nongovernmental or-9 ganizations that have provided financial or material 10 support to the Taliban, including— 11 (A) the amount of United States-provided 12 foreign assistance each such country or organi-13 zation receives, if any; 14 (B) the amount of financial or material 15 support each such country or organization has 16 provided to the Taliban; and 17 (C) a description of how the Taliban has 18 utilized such financial or material support; and 19 (2) efforts the United States has taken since 20 August 2021 to oppose foreign countries and non-21 governmental organizations from providing financial 22 or material support to the Taliban, particularly for-23 eign countries and organizations that receive United 24 States-provided foreign assistance. 25 VerDate Sep 11 2014 17:44 Feb 19, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S226.IS S226 ssavage on LAPJG3WLY3PROD with BILLS 4 •S 226 IS (c) STRATEGY ANDREPORTS.— 1 (1) S TRATEGY.— 2 (A) D EVELOPMENT.—Not later than 30 3 days after the date of the enactment of this 4 Act, the Secretary of State shall develop a 5 strategy to discourage foreign countries and 6 nongovernmental organizations from providing 7 financial or material support to the Taliban, in-8 cluding by using United States-provided foreign 9 assistance to discourage countries and organiza-10 tions from providing such support to the 11 Taliban. 12 (B) I MPLEMENTATION.—Not later than 60 13 days after the date of the enactment of this 14 Act, the Secretary of State shall implement the 15 strategy developed pursuant to subparagraph 16 (A). 17 (2) R EPORTS.— 18 (A) I NITIAL REPORT.—Not later than the 19 date of the completion of the strategy required 20 under paragraph (1), the Secretary of State 21 shall submit a report to the appropriate con-22 gressional committees that details the strategy 23 and the plan for its implementation. 24 VerDate Sep 11 2014 17:44 Feb 19, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S226.IS S226 ssavage on LAPJG3WLY3PROD with BILLS 5 •S 226 IS (B) SUBSEQUENT REPORTS .—Not later 1 than 180 days after the completion of the strat-2 egy required under paragraph (1), and every 3 180 days thereafter, the Secretary of State 4 shall submit a report to the appropriate con-5 gressional committees regarding the implemen-6 tation of the strategy, including the impact of 7 the strategy in discouraging foreign countries 8 and nongovernmental organizations from pro-9 viding financial or material support to the 10 Taliban. 11 SEC. 4. REPORT ON DIRECT CASH ASSISTANCE PROGRAMS 12 IN AFGHANISTAN. 13 (a) I NGENERAL.—Not later than 60 days after the 14 date of the enactment of this Act, the Secretary of State, 15 in consultation with the Administrator of the United 16 States Agency for International Development, shall submit 17 a report to the appropriate congressional committees that 18 identifies United States Government-funded direct cash 19 assistance programs in Afghanistan during the period be-20 ginning on August 1, 2021, and ending on the date that 21 is 30 days after the date of the enactment of this Act. 22 (b) M ATTERSTOBEINCLUDED.—The report re-23 quired under subsection (a) shall, with respect to such di-24 rect cash assistance programs— 25 VerDate Sep 11 2014 17:44 Feb 19, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S226.IS S226 ssavage on LAPJG3WLY3PROD with BILLS 6 •S 226 IS (1) identify implementing partners and recipi-1 ents; 2 (2) describe method of payments; 3 (3) describe how and where currency exchanges 4 occur; 5 (4) describe how hawalas are used and the over-6 sight mechanism in place regarding use of hawalas 7 to transfer funds; and 8 (5) describe how oversight is conducted, includ-9 ing information on how the Department of State 10 prevents the Taliban from accessing cash assistance 11 under such programs. 12 SEC. 5. REPORT ON STATUS OF AFGHAN FUND. 13 (a) I NGENERAL.—Not later than 60 days after the 14 date of the enactment of this Act, and every 180 days 15 thereafter, the Secretary of State, in consultation with the 16 Administrator of the United States Agency for Inter-17 national Development and the Secretary of the Treasury, 18 shall submit a report to the appropriate congressional 19 committees that describes the status of the Afghan Fund. 20 (b) M ATTERSTOBEINCLUDED.—The report re-21 quired under subsection (a) shall include— 22 (1) a list of Taliban members who are working 23 at Da Afghanistan Bank or serving on the Bank’s 24 Supreme Council; and 25 VerDate Sep 11 2014 17:44 Feb 19, 2025 Jkt 059200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\S226.IS S226 ssavage on LAPJG3WLY3PROD with BILLS 7 •S 226 IS (2) a description of— 1 (A) the Taliban’s influence over Da Af-2 ghanistan Bank; 3 (B) the Afghan Fund’s Board of Trustees, 4 including how the Fund’s trustees were vetted 5 and selected, and what United States agencies 6 were involved in the vetting and selection proc-7 ess; 8 (C) the conditions necessary for funds in 9 the Afghan Fund to be released to Da Afghani-10 stan Bank; 11 (D) how the Afghan Fund’s Board of 12 Trustees will decide on the type and appro-13 priateness of the Fund’s activities, including 14 what kind of information will inform the 15 Board’s decisions and how the Board will col-16 lect and verify this information; and 17 (E) a description of what controls have 18 been put into place to ensure funds are not di-19 verted to or misused by the Taliban or other ac-20 tors when the Fund begins making disburse-21 ments. 22 Æ VerDate Sep 11 2014 17:44 Feb 19, 2025 Jkt 059200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6301 E:\BILLS\S226.IS S226 ssavage on LAPJG3WLY3PROD with BILLS
