A BILL 
To direct the Secretary of Commerce, acting through the 
Assistant Secretary of Commerce for Communications 
and Information, to conduct a study of the national 
security risks posed by consumer routers, modems, and 
devices that combine a modem and router, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Removing Our Unse-4
cure Technologies to Ensure Reliability and Security Act’’ 5
or the ‘‘ROUTERS Act’’. 6

SEC. 2. STUDY OF NATIONAL SECURITY RISKS POSED BY 1
CERTAIN ROUTERS AND MODEMS. 2
(a) I
NGENERAL.—The Secretary shall conduct a 3
study of the national security risks posed by consumer 4
routers, modems, and devices that combine a modem and 5
router that are designed, developed, manufactured, or sup-6
plied by persons owned by, controlled by, or subject to the 7
influence of a covered country. 8
(b) R
EPORT TOCONGRESS.—Not later than 1 year 9
after the date of the enactment of this Act, the Secretary 10
shall submit to the Committee on Energy and Commerce 11
of the House of Representatives and the Committee on 12
Commerce, Science, and Transportation of the Senate a 13
report on the results of the study conducted under sub-14
section (a). 15

EFINITIONS.—In this section: 16
(1) C
OVERED COUNTRY .—The term ‘‘covered 17
country’’ means a country specified in section 18
4872(d)(2) of title 10, United States Code. 19
(2) S
ECRETARY.—The term ‘‘Secretary’’ means 20
the Secretary of Commerce, in consultation with the 21
Assistant Secretary of Commerce for Communica-22
tions and Information. 23
