To provide for across-the-board rescissions of nonsecurity
discretionary spending.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. ACROSS-THE-BOARD RESCISSIONS. 3
(a) D
EFINITIONS.—In this section: 4
(1) B
UDGET AUTHORITY .—The term ‘‘budget 5
authority’’ has the meaning given that term in sec-6
tion 3 of the Congressional Budget and Impound-7
ment Control Act of 1974 (2 U.S.C. 622). 8
(2) D
ISCRETIONARY APPROPRIATIONS ; SECU-9
RITY CATEGORY.—The terms ‘‘discretionary appro-10

priations’’ and ‘‘security category’’ have the mean-1
ings given such terms in section 250(c) of the Bal-2
anced Budget and Emergency Deficit Control Act of 3
1985 (2 U.S.C. 900(c)). 4
(3) N
ONSECURITY DISCRETIONARY APPROPRIA -5
TIONS.—The term ‘‘nonsecurity discretionary appro-6
priations’’ means discretionary appropriations pro-7
vided in a regular appropriation Act that are not in-8
cluded in the security category. 9
(4) R
EGULAR APPROPRIATION ACT .—The term 10
‘‘regular appropriation Act’’— 11
(A) means an annual appropriation Act (as 12
described in section 105 of title 1, United 13
States Code) providing new budget authority 14
for the programs, projects, and activities under 15
the jurisdiction of a subcommittee of the Com-16
mittee on Appropriations of the Senate; and 17
(B) includes— 18
(i) a title, division, or other subdivi-19
sion of an Act or resolution that, if it were 20
a separate Act, would be an Act described 21
in subparagraph (A); and 22
(ii) a resolution or Act, or a title, divi-23
sion, or other subdivision of a resolution or 24

Act, making continuing appropriations for 1
a fiscal year. 2
(b) R
ESCISSIONS.— 3
(1) F
ISCAL YEAR 2026.—For fiscal year 2026, 4
effective on the day after the date on which appro-5
priations are made available through the end of fis-6
cal year 2026 for the entire Federal Government, 7
there is rescinded, on a pro rata basis, 1 percent of 8
the nonsecurity discretionary appropriations made 9
available for fiscal year 2026. 10
(2) F
ISCAL YEAR 2027.—For fiscal year 2027, 11
effective on the day after the date on which appro-12
priations are made available through the end of fis-13
cal year 2027 for the entire Federal Government, 14
there is rescinded, on a pro rata basis, 2 percent of 15
the nonsecurity discretionary appropriations made 16
available for such fiscal year. 17
(3) S
UBSEQUENT FISCAL YEARS .—For fiscal 18
year 2028, and each fiscal year thereafter, effective 19
on the day after the date on which appropriations 20
are made available through the end of the applicable 21
fiscal year for the entire Federal Government, there 22
is rescinded, on a pro rata basis, 5 percent of the 23
nonsecurity discretionary appropriations made avail-24
able for such fiscal year. 25

(c) OMB REPORTS.—For fiscal year 2026, and each 1
fiscal year thereafter, not later than 30 days after the date 2
on which appropriations are made available through the 3
end of such fiscal year for the entire Federal Government, 4
the Director of the Office of Management and Budget 5
shall submit to the Committee on Appropriations of the 6
Senate and the Committee on Appropriations of the House 7
of Representatives a report specifying the account and 8
amount of each rescission made pursuant to subsection 9
(b). 10
