Be it enacted by the Senate and House of Representa-1

SECTION 1. MODIFICATION OF ORGANIZATION AND AU-1
THORITIES OF ASSISTANT SECRETARIES OF 2
DEFENSE WITH DUTIES RELATING TO INDUS-3
TRIAL BASE POLICY AND HOMELAND DE-4
FENSE. 5
(a) E
STABLISHMENT OF ASSISTANTSECRETARY OF 6

EFENSE FORINTERNATIONAL INDUSTRIALBASEDE-7
VELOPMENT AND ENGAGEMENT.—Section 138(b) of title 8
10, United States Code, is amended— 9
(1) by redesignating paragraphs (7) and (8) as 10
paragraphs (8) and (9), respectively; and 11
(2) by inserting after paragraph (6) the fol-12
lowing new paragraph (7): 13
‘‘(7) One of the Assistant Secretaries is the Assistant 14
Secretary of Defense for International Industrial Base De-15
velopment and Engagement, who shall report directly to 16
the Under Secretary of Defense for Acquisition and 17
Sustainment. The principal duty of the Assistant Sec-18
retary shall be to strengthen the United States defense 19
industrial base through the promotion of cooperation with 20
security partners and allies of the United States, including 21
Taiwan.’’. 22

(1) IN GENERAL.—On and after the date of the 1
enactment of this Act— 2
(A) the Assistant Secretary of Defense for 3
Strategy, Plans, and Capabilities shall be 4
known as the Assistant Secretary of Defense 5
for Strategy, Plans, Capabilities, and Homeland 6
Defense; and 7
(B) any reference in any law or regulation 8
to the Assistant Secretary of Defense for Strat-9
egy, Plans, and Capabilities shall be deemed to 10
be a reference to the Assistant Secretary of De-11
fense for Strategy, Plans, Capabilities, and 12
Homeland Defense. 13
(2) E
STABLISHMENT.—Section 138(b) of title 14
10, United States Code, as amended by subsection 15
(a), is further amended by adding at the end the fol-16
lowing new paragraph: 17
‘‘(10)(A) One of the Assistant Secretaries is the As-18
sistant Secretary of Defense for Strategy, Plans, Capabili-19
ties, and Homeland Defense. 20
‘‘(B) The principal duty of the Assistant Secretary 21
shall be to advise the Secretary of Defense, the Deputy 22
Secretary of Defense, the Under Secretary of Defense for 23
Policy, and the Principal Deputy Under Secretary of De-24
fense on— 25

‘‘(i) national security issues and defense strat-1
egy and the capabilities, forces, and contingency 2
plans necessary to implement the defense strategy; 3
‘‘(ii) policy and planning oversight for— 4
‘‘(I) homeland defense and mission assur-5
ance by the Department of Defense; 6
‘‘(II) support by the Department for civil 7
authorities; and 8
‘‘(III) Arctic and global resilience; and 9
‘‘(iii) advancing and representing priority issues 10
with— 11
‘‘(I) other Federal agencies; 12
‘‘(II) countries that are allies and partners 13
of the United States; 14
‘‘(III) State, local, territorial, and Tribal 15
governments; and 16
‘‘(IV) private sector organizations.’’. 17

FAIRS.—The position of Assistant Secretary of Defense 20
for Homeland Defense and Hemispheric Affairs is elimi-21
nated. 22
