A BILL
To amend the Internal Revenue Code of 1986 to expand
the advanced manufacturing production credit to include
distribution transformers.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Credit Incentives for 4
Resilient Critical Utility Infrastructure and Transformers 5
Act’’ or the ‘‘CIRCUIT Act’’. 6

SEC. 2. EXPANSION OF ADVANCED MANUFACTURING PRO-1
DUCTION CREDIT TO INCLUDE DISTRIBU-2
TION TRANSFORMERS. 3
(a) I
NGENERAL.—Section 45X of the Internal Rev-4
enue Code of 1986 is amended— 5
(1) in subsection (b)(1)— 6
(A) in subparagraph (L)(ii), by striking 7
‘‘and’’ at the end, 8
(B) in subparagraph (M), by striking the 9
period at the end and inserting ‘‘, and’’, and 10
(C) by adding at the end the following new 11
subparagraph: 12
‘‘(N) in the case of any distribution trans-13
former, an amount equal to 10 percent of the 14
costs incurred by the taxpayer with respect to 15
production of such transformer.’’, and 16
(2) in subsection (c)— 17
(A) in paragraph (1)(A)— 18
(i) in clause (iv), by striking ‘‘and’’ at 19
the end, 20
(ii) in clause (v), by striking the pe-21
riod at the end and inserting ‘‘, and’’, and 22
(iii) by adding at the end the fol-23
lowing new clause: 24
‘‘(vi) any distribution transformer.’’, 25
and 26

(B) by adding at the end the following new 1
paragraph: 2
‘‘(7) D
ISTRIBUTION TRANSFORMER .—The term 3
‘distribution transformer’ has the same meaning 4
given such term under section 321(35) of the En-5
ergy Policy and Conservation Act (42 U.S.C. 6
6291(35)).’’. 7
(b) E
FFECTIVEDATE.—The amendments made by 8
this section shall apply to components produced and sold 9
after the date which is 90 days after the date of enactment 10
of this Act. 11
