A BILL 
To amend title 18, United States Code, to prohibit the pur-
chase of certain firearms by individuals under 21 years 
of age, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Age 21 Act’’. 4

SEC. 2. PROHIBITION ON PURCHASE OF CERTAIN FIRE-1
ARMS BY INDIVIDUALS UNDER 21 YEARS OF 2
AGE. 3
(a) D
EFINITIONS.—Section 921(a) of title 18, United 4
States Code, is amended— 5
(1) by inserting after paragraph (30) the fol-6
lowing: 7
‘‘(31) The term ‘semiautomatic pistol’ means any re-8
peating firearm, other than a shotgun or rifle, that— 9
‘‘(A) utilizes a portion of the energy of a firing 10
cartridge to extract the fired cartridge case and 11
chamber the next round; and 12
‘‘(B) requires a separate pull of the trigger to 13
fire each cartridge.’’; and 14
(2) by adding at the end the following: 15
‘‘(38) The term ‘semiautomatic shotgun’ means any 16
repeating shotgun that— 17
‘‘(A) utilizes a portion of the energy of a firing 18
shell to extract the fired shell casing and chamber 19
the next round; and 20
‘‘(B) requires a separate pull of the trigger to 21
fire each cartridge. 22
‘‘(39) The term ‘semiautomatic assault weapon’ 23
means any of the following, regardless of country of manu-24
facture or caliber of ammunition accepted: 25

‘‘(A) A semiautomatic rifle that has the capac-1
ity to accept a detachable ammunition feeding device 2
and any one of the following: 3
‘‘(i) A pistol grip. 4
‘‘(ii) A forward grip. 5
‘‘(iii) A folding, telescoping, or detachable 6
stock, or a stock that is otherwise foldable or 7
adjustable in a manner that operates to reduce 8
the length, size, or any other dimension, or oth-9
erwise enhances the concealability, of the weap-10
on. 11
‘‘(iv) A functional grenade launcher. 12
‘‘(v) A barrel shroud. 13
‘‘(vi) A threaded barrel. 14
‘‘(B) A semiautomatic rifle that has a fixed am-15
munition feeding device with the capacity to accept 16
more than 10 rounds, except for an attached tubular 17
device designed to accept, and capable of operating 18
only with, .22 caliber rimfire ammunition. 19
‘‘(C) Any part, combination of parts, compo-20
nent, device, attachment, or accessory that is de-21
signed or functions to accelerate the rate of fire of 22
a semiautomatic rifle but not convert the semiauto-23
matic rifle into a machinegun. 24

‘‘(D) A semiautomatic pistol that has the ca-1
pacity to accept a detachable ammunition feeding 2
device and any one of the following: 3
‘‘(i) A threaded barrel. 4
‘‘(ii) A second pistol grip. 5
‘‘(iii) A barrel shroud. 6
‘‘(iv) The capacity to accept a detachable 7
ammunition feeding device at some location out-8
side of the pistol grip. 9
‘‘(v) A semiautomatic version of an auto-10
matic firearm. 11
‘‘(vi) A manufactured weight of 50 ounces 12
or more when unloaded. 13
‘‘(vii) A stabilizing brace or similar compo-14
nent. 15
‘‘(E) A semiautomatic pistol with a fixed am-16
munition feeding device that has the capacity to ac-17
cept more than 10 rounds. 18
‘‘(F) A semiautomatic shotgun that has any one 19
of the following: 20
‘‘(i) A folding, telescoping, or detachable 21
stock. 22
‘‘(ii) A pistol grip. 23
‘‘(iii) A fixed ammunition feeding device 24
with the capacity to accept more than 5 rounds. 25

‘‘(v) A forward grip. 3

‘‘(G) Any shotgun with a revolving cylinder. 5
‘‘(H) All of the following rifles, copies, dupli-6
cates, variants, or altered facsimiles with the capa-7
bility of any such weapon thereof: 8
‘‘(i) All AK types, including the following: 9
‘‘(I) AK, AK47, AK47S, AK–74, 10
AKM, AKS, ARM, MAK90, MISR, 11
NHM90, NHM91, Rock River Arms LAR– 12
47, SA85, SA93, Vector Arms AK–47, 13
VEPR, WASR–10, and WUM. 14
‘‘(II) IZHMASH Saiga AK. 15
‘‘(III) MAADI AK47 and ARM. 16

changed, or converted to accept, more than 10 1
rounds of ammunition; and 2
‘‘(B) does not include an attached tubular de-3
vice designed to accept, and capable of operating 4
only with, .22 caliber rimfire ammunition. 5
‘‘(41) The term ‘barrel shroud’— 6
‘‘(A) means a shroud that is attached to, or 7
partially or completely encircles, the barrel of a fire-8
arm so that the shroud protects the user of the fire-9
arm from heat generated by the barrel; and 10
‘‘(B) does not include— 11
‘‘(i) a slide that partially or completely en-12
closes the barrel; or 13
‘‘(ii) an extension of the stock along the 14
bottom of the barrel which does not encircle or 15
substantially encircle the barrel. 16
‘‘(42) The term ‘detachable ammunition feeding de-17
vice’ means an ammunition feeding device that can be re-18
moved from a firearm without disassembly of the firearm 19
action. 20
‘‘(43) The term ‘fixed ammunition feeding device’ 21
means an ammunition feeding device that is permanently 22
fixed to the firearm in such a manner that it cannot be 23
removed without disassembly of the firearm. 24

‘‘(44) The term ‘folding, telescoping, or detachable 1
stock’ means a stock that folds, telescopes, detaches or 2
otherwise operates to reduce the length, size, or any other 3
dimension, or otherwise enhances the concealability, of a 4
firearm. 5
‘‘(45) The term ‘forward grip’ means a grip located 6
forward of the trigger that functions as a pistol grip. 7
‘‘(46) The term ‘grenade launcher’ means an attach-8
ment for use on a firearm that is designed to propel a 9
grenade or other similar destructive device. 10
‘‘(47) The term ‘pistol grip’ means a grip, a thumb-11
hole stock or Thordsen-type grip or stock, or any other 12
characteristic that can function as a grip. 13
‘‘(48) The term ‘threaded barrel’ means a feature or 14
characteristic that is designed in such a manner to allow 15
for the attachment of a device such as a firearm silencer 16
or a flash suppressor. 17
‘‘(49) The term ‘belt-fed semiautomatic firearm’ 18
means any repeating firearm that— 19
‘‘(A) utilizes a portion of the energy of a firing 20
cartridge to extract the fired cartridge case and 21
chamber the next round; 22
‘‘(B) requires a separate pull of the trigger to 23
fire each cartridge; and 24

‘‘(C) has the capacity to accept a belt ammuni-1
tion feeding device.’’. 2
(b) P
ROHIBITION.—Chapter 44 of title 18, United 3
States Code, is amended— 4
(1) in section 922— 5
(A) in subsection (b)— 6
(i) in paragraph (1)— 7
(I) by inserting ‘‘(A)’’ after 8
‘‘(1)’’; and 9
(II) by inserting ‘‘or’’ after the 10
semicolon; and 11
(ii) by adding at the end the fol-12
lowing: 13
‘‘(B) any large capacity ammunition feeding de-14
vice to any individual who the licensee knows or has 15
reasonable cause to believe is less than 21 years of 16
age;’’; 17
(B) in subsection (c)(1), by inserting ‘‘a 18
large capacity ammunition feeding device or’’ 19
before ‘‘any firearm other than’’; and 20
(C) in subsection (x)— 21
(i) in paragraph (1), by striking ‘‘a 22
juvenile—’’ and all that follows through 23
‘‘handgun.’’ and inserting the following: 24
‘‘less than 21 years of age— 25

‘‘(A) a handgun; 1
‘‘(B) a semiautomatic assault weapon; 2
‘‘(C) a large capacity ammunition feeding de-3
vice; or 4
‘‘(D) ammunition that is suitable for use only 5
in a handgun or semiautomatic assault weapon.’’; 6
(ii) in paragraph (2), by striking ‘‘a 7
juvenile’’ and all that follows through 8
‘‘handgun.’’ and inserting the following: 9
‘‘less than 21 years of age to knowingly 10
possess— 11
‘‘(A) a handgun; 12
‘‘(B) a semiautomatic assault weapon; 13
‘‘(C) a large capacity ammunition feeding de-14
vice; or 15
‘‘(D) ammunition that is suitable for use only 16
in a handgun or semiautomatic assault weapon.’’; 17
(iii) by striking paragraphs (3), (4), 18
and (5) and inserting the following: 19
‘‘(3) This subsection does not apply to— 20
‘‘(A) a temporary transfer of a covered firearm 21
or covered ammunition to a person who is less than 22
21 years of age or to the possession or use of a cov-23
ered firearm or covered ammunition by a person who 24
is less than 21 years of age if— 25

‘‘(i) the covered firearm or covered ammu-1
nition is possessed and used by the person in 2
the course of employment, in the course of 3
ranching or farming related to activities at the 4
residence of the person (or on property used for 5
ranching or farming at which the person, with 6
the permission of the property owner or lessee, 7
is performing activities related to the operation 8
of the farm or ranch), target practice, hunting, 9
or a course of instruction in the safe and lawful 10
use of a covered firearm; 11
‘‘(ii) the covered firearm or covered ammu-12
nition is possessed and used by the person with 13
the prior written consent of the person’s parent 14
or guardian who is not prohibited by Federal, 15
State, or local law from possessing a firearm, 16
except— 17
‘‘(I) during transportation by the per-18
son of an unloaded covered firearm in a 19
locked container directly from the place of 20
transfer to a place at which an activity de-21
scribed in clause (i) is to take place and 22
transportation by the person of that cov-23
ered firearm, unloaded and in a locked 24
container, directly from the place at which 25

such an activity took place to the trans-1
feror; or 2
‘‘(II) with respect to ranching or 3
farming activities as described in clause 4
(i), a person who is less than 21 years of 5
age may possess and use a covered firearm 6
or covered ammunition with the prior writ-7
ten approval of the person’s parent or legal 8
guardian and at the direction of an adult 9
who is not prohibited by Federal, State or 10
local law from possessing a firearm; 11
‘‘(iii) the person has the prior written con-12
sent in the person’s possession at all times 13
when a covered firearm or covered ammunition 14
is in the possession of the person; and 15
‘‘(iv) the covered firearm or covered am-16
munition is possessed and used by the person in 17
accordance with State and local law; 18
‘‘(B) a person who is less than 21 years of age 19
who is a member of the Armed Forces of the United 20
States or the National Guard who possesses or is 21
armed with a covered firearm or covered ammunition 22
in the line of duty; 23
‘‘(C) a transfer by inheritance of title (but not 24
possession) of a covered firearm or covered ammuni-25

tion to a person who is less than 21 years of age; 1
or 2
‘‘(D) the possession of a covered firearm or cov-3
ered ammunition by a person who is less than 21 4
years of age taken in defense of the person or other 5
individuals against an intruder into the residence of 6
the person or a residence in which the person is an 7
invited guest. 8
‘‘(4) A covered firearm or covered ammunition, the 9
possession of which is transferred to a person who is less 10
than 21 years of age in circumstances in which the trans-11
feror is not in violation of this subsection shall not be sub-12
ject to permanent confiscation by the Government if its 13
possession by the person who is less than 21 years of age 14
subsequently becomes unlawful because of the conduct of 15
the person who is less than 21 years of age, but shall be 16
returned to the lawful owner when such covered firearm 17
or covered ammunition is no longer required by the Gov-18
ernment for the purposes of investigation or prosecution. 19
‘‘(5) For purposes of this subsection— 20
‘‘(A) the term ‘covered ammunition’ means am-21
munition that is suitable for use only in a handgun 22
or a semiautomatic assault weapon; and 23
‘‘(B) the term ‘covered firearm’ means— 24
‘‘(i) a handgun; 25

‘‘(ii) a semiautomatic assault weapon; or 1
‘‘(iii) a large capacity ammunition feeding 2
device.’’; and 3
(iv) in paragraph (6)— 4
(I) in subparagraph (A), by strik-5
ing ‘‘a juvenile defendant’s parent or 6
legal guardian’’ and inserting ‘‘the 7
parent or legal guardian of a defend-8
ant who is less than 21 years of age’’; 9
and 10
(II) in subparagraph (C), by 11
