To expand the VetSuccess on Campus program of the
Department of Veterans Affairs, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Ensuring VetSuccess 4
On Campus Act of 2025’’. 5
SEC. 2. EXPANSION OF VETSUCCESS ON CAMPUS PROGRAM 6
TO AT LEAST ONE LOCATION IN EACH STATE. 7
(a) I
NGENERAL.—The Secretary of Veterans Affairs 8
shall ensure that the VetSuccess on Campus program of 9

the Department of Veterans Affairs is located in every 1
State. 2
(b) C
OUNSELORS.—In carrying out subsection (a), 3
the Secretary shall ensure that at least one counselor of 4
the VetSuccess on Campus program is located in each 5
State, notwithstanding the number of individuals in a 6
State or at an educational institution who may qualify to 7
participate in the program. 8
(c) P
REFERENCE.—In carrying out this section, the 9
Secretary shall give preference to educational institutions 10
that have the largest populations of students who are pur-11
suing programs of education at such institutions with edu-12
cational assistance provided under laws administered by 13
the Secretary. 14
(d) S
TATEDEFINED.—In this section, the term 15
‘‘State’’ has the meaning given such term in section 101 16
of title 38, United States Code. 17
