To amend title 31, United States Code, to require the Sec-
retary to mint and issue certain Presidential and First 
Spouse coins. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Presidential and First 4
Spouse Coin Act of 2025’’. 5
SEC. 2. PRESIDENTIAL AND FIRST SPOUSE COINS. 6
Section 5112 of title 31, United States Code, is 7
amended by adding at the end the following: 8

‘‘(bb) DESIGN ANDISSUANCE OF$1 COINSHON-1

‘‘(1) $1 
COINS HONORING DECEASED PRESI -6
DENTS NOT YET HONORED .— 7
‘‘(A) I
N GENERAL.—Notwithstanding sub-8
sections (d) and (n), and in addition to the 9
coins issued in accordance with subsections (r) 10
and (w), the Secretary shall mint and issue $1 11
coins that— 12
‘‘(i) have designs on the obverse that 13
meet the requirements of subsection 14
(n)(2)(B) and are emblematic of a Presi-15
dent of the United States who is deceased 16
and has not previously been honored with 17
a $1 coin in accordance with this sub-18
section or subsection (n); 19
‘‘(ii) have designs on the reverse that 20
meet the requirements of subsection 21
(n)(2)(A). 22
‘‘(B) T
IMING.—The Secretary shall first 23
issue a coin for a deceased President under sub-24

paragraph (A) during the 3-year period fol-1
lowing the date of the death of the President. 2
‘‘(C) C
ONTINUITY PROVISION .—Notwith-3
standing subparagraph (A), the Secretary shall 4
continue to mint and issue $1 coins in accord-5
ance with subsections (r) and (w). 6
‘‘(D) I
NSCRIPTIONS.—The coins issued 7
under this subsection shall have the same in-8
scriptions as required in subsection (n). 9
‘‘(E) I
SSUANCE OF COINS.—The Secretary 10
may mint and issue such number of $1 coins of 11
each design selected under this subsection in 12
uncirculated and proof qualities as the Sec-13
retary shall prescribe on the basis of such fac-14
tors that the Secretary determines to be appro-15
priate. 16
‘‘(F) L
EGAL TENDER.—The coins minted 17
under this subsection shall be legal tender, as 18
provided in section 5103. 19
‘‘(G) T
REATMENT AS NUMISMATIC 20
ITEMS.—For purposes of sections 5134 and 21
5136, all coins minted under this subsection 22
shall be considered to be numismatic items. 23
‘‘(2) B
ULLION COINS AND MEDALS HONORING 24
THE SPOUSE OF A DECEASED PRESIDENT .— 25

‘‘(A) IN GENERAL.—Notwithstanding sub-1
section (o)(5)(C), during the same time period 2
described in paragraph (1), the Secretary shall 3
issue bullion coins under this subsection that 4
are emblematic of the spouse of each such 5
President. 6
‘‘(B) S
PECIFICATIONS.—The coins issued 7
under this subsection shall have the same speci-8
fications, inscriptions, design requirements, and 9
designated denomination as the coins issued 10
under subsection (o). 11
‘‘(C) I
N THE CASE OF NO FIRST 12
SPOUSE.—In the case of any President honored 13
in accordance with paragraph (1) who served 14
without a spouse, the Secretary is not required 15
to mint and issue a corresponding bullion coin. 16
‘‘(D) D
ESIGN AND COIN FOR EACH 17
SPOUSE.—A separate coin shall be designed and 18
issued under this subsection for each person 19
who was the spouse of a President during any 20
portion of a term of office of such President. 21
‘‘(E) I
SSUANCE OF COINS.—The Secretary 22
may mint and issue such number of bullion 23
coins of each design selected under this sub-24
section in uncirculated and proof qualities as 25

the Secretary shall prescribe on the basis of 1
such factors that the Secretary determines to be 2
appropriate. 3
‘‘(F) L
EGAL TENDER.—The coins minted 4
under this subsection shall be legal tender, as 5
provided in section 5103. 6
‘‘(G) T
REATMENT AS NUMISMATIC 7
ITEMS.—For purposes of sections 5134 and 8
5136, all coins minted under this subsection 9
shall be considered to be numismatic items. 10
‘‘(H) B
RONZE MEDALS .—The Secretary 11
may strike and sell bronze medals that bear the 12
likeness of the bullion coins authorized under 13
this subsection, at a price, size, and weight, and 14
with such inscriptions, as the Secretary deter-15
mines to be appropriate.’’. 16
