A BILL
To require Amtrak to install baby changing tables in
bathrooms on passenger rail cars.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Baby Changing on 4
Board Act’’. 5
SEC. 2. INSTALLATION OF BABY CHANGING TABLES ON AM-6
TRAK TRAINS. 7
(a) I
NGENERAL.—Chapter 243 of title 49, United 8
States Code, is amended by inserting after section 24313 9
the following: 10

‘‘§ 24314. Baby changing tables 1
‘‘(a) D
EFINITIONS.—In this section: 2
‘‘(1) ADA-
COMPLIANT RESTROOM .—The term 3
‘ADA-compliant restroom’ means a restroom that 4
complies with the requirements set forth in section 5
242(a) of the Americans with Disabilities Act of 6
1990 (42 U.S.C. 12162(a)). 7
‘‘(2) B
ABY CHANGING TABLE .—The term ‘baby 8
changing table’ means an elevated, freestanding 9
structure generally designed to support and retain a 10
child with a body weight of up to 30 pounds in a 11
horizontal position for the purpose of allowing an in-12
dividual to change the child’s diaper, including pull- 13
out or drop-down changing surfaces. 14
‘‘(3) C
OVERED PASSENGER RAIL TRAIN .—The 15
term ‘covered passenger rail train’— 16
‘‘(A) means a passenger rail train that— 17
‘‘(i) is owned and operated by the Na-18
tional Railroad Passenger Corporation 19
(commonly known as ‘Amtrak’); and 20
‘‘(ii) was solicited for purchase after 21
the date of the enactment of the Baby 22
Changing on Board Act for use by Am-23
trak; and 24
‘‘(B) does not include any passenger rail 25
train that Amtrak operates, but does not own. 26

‘‘(b) BABYCHANGINGTABLES.— 1
‘‘(1) I
N GENERAL.—All covered passenger rail 2
trains shall have a baby changing table in at least 3
one restroom in each rail car, including in an ADA- 4
compliant restroom. 5
‘‘(2) S
IGNAGE.—Such restroom shall clearly in-6
dicate with signage the presence of a baby changing 7
table and such baby changing tables shall be clearly 8
identified with signage.’’. 9
(b) C
LERICALAMENDMENT.—The chapter analysis 10
for chapter 243 of title 49, United States Code, is amend-11
ed by inserting after the item relating to section 24313 12
the following: 13
‘‘24314. Baby changing tables.’’.
