A BILL 
To improve the cooperation between the United States and 
the authorities of Taiwan with respect to travel and tourism. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Taiwan Travel and 4
Tourism Coordination Act’’. 5
SEC. 2. DEFINITIONS. 6
In this section: 7
(1) A
PPROPRIATE CONGRESSIONAL COMMIT -8
TEES.—The term ‘‘appropriate congressional com-9
mittees’’ means— 10

(A) the Committee on Commerce, Science, 1
and Transportation of the Senate; 2
(B) the Committee on Foreign Relations of 3
the Senate; 4
(C) the Committee on Homeland Security 5
and Governmental Affairs of the Senate; 6
(D) the Committee on Foreign Affairs of 7
the House of Representatives; 8
(E) the Committee on Energy and Com-9
merce of the House of Representatives; and 10
(F) the Committee on Homeland Security 11
of the House of Representatives. 12
(2) A
SSISTANT SECRETARY.—The term ‘‘Assist-13
ant Secretary’’ means the Assistant Secretary of 14
Commerce for Travel and Tourism. 15
SEC. 3. TOURISM COOPERATION WITH TAIWAN. 16
(a) I
NGENERAL.—Not later than 90 days after the 17
date of the enactment of this Act, the Assistant Secretary, 18
in coordination with the Secretary of Commerce and the 19
Secretary of State, shall seek to engage the authorities 20
of Taiwan with respect to expanding cooperation between 21
the United States and such authorities on travel and tour-22
ism. 23
(b) C
OOPERATIONEFFORTS.— 24

(1) IN GENERAL.—In seeking to expand co-1
operation under subsection (a), the Assistant Sec-2
retary, consistent with the Taiwan Relations Act (22 3
U.S.C. 3301 et seq.) and applicable export regula-4
tions, shall carry out efforts to identify and pursue 5
opportunities for— 6
(A) enhancing travel between the United 7
States and Taiwan; and 8
(B) strengthening the tourism industries of 9
both the United States and Taiwan in areas of 10
mutual benefit to the United States and the au-11
thorities of Taiwan, including by— 12
(i) facilitating events and coordination 13
between travel and tourism industry part-14
ners, the United States, and the authori-15
ties of Taiwan, including hotel accommoda-16
tions, restaurant or foodservice, the small 17
business or retail sector, travel distribution 18
services, the attractions and recreation sec-19
tor (including outdoor recreation) city con-20
vention and visitors’ bureaus, State tour-21
ism offices, the commercial and private 22
passenger air travel sector, and the land 23
and sea passenger transportation sector, 24

and other industry partners, as determined 1
by the Assistant Secretary; 2
(ii) advising on the preservation and 3
incentivization of travel to interact with 4
cultural heritage, artifacts, and landmarks; 5
(iii) coordinating on the safety and se-6
curity of international visitors; and 7
(iv) conducting activities of mutual 8
benefit relating to travel and tourism. 9
(2) P
ROTECTION OF SENSITIVE AND PROPRI -10
ETARY INFORMATION AND ECONOMIC INTERESTS OF 11
THE UNITED STATES .—In carrying out the efforts 12
and activities described in paragraph (1), the Assist-13
ant Secretary, the Secretary of Commerce, and Sec-14
retary of State shall take all appropriate measures 15
to protect sensitive information, intellectual prop-16
erty, trade secrets, and the economic interests of the 17
United States. 18
(c) R
EPORT.— 19
(1) R
EQUIREMENT.—Not later than 270 days 20
after the date of the enactment of this Act, and an-21
nually thereafter for the subsequent five years, the 22
Assistant Secretary, the Secretary of Commerce, and 23
the Secretary of State shall jointly submit a report 24

to the appropriate congressional committees that de-1
scribes the implementation of this section. 2
(2) E
LEMENTS.—Each report required under 3
paragraph (1) shall include— 4
(A) a description of the cooperation efforts 5
and activities carried out pursuant to sub-6
section (b)(1); 7
(B) the identification of any challenge or 8
resource gap that needs to be addressed to ex-9
pand cooperation between the United States 10
and the authorities of Taiwan with respect to 11
travel and tourism; and 12
(C) any other matter the Assistant Sec-13
retary, the Secretary of Commerce, or the Sec-14
retary of State considers relevant. 15
SEC. 4. REPORT ON PRECLEARANCE FACILITIES IN TAI-16
WAN. 17
Not later than 180 days after the date of the enact-18
ment of this Act, the Secretary of Homeland Security, in 19
consultation with the Secretary of Commerce and the Sec-20
retary of State, shall submit a report to the appropriate 21
congressional committees that— 22
(1) analyzes the feasibility of, and the advis-23
ability for, the establishment of a preclearance facil-24
ity in Taiwan; 25

(2) describes the plan for the establishment of 1
a preclearance facility in Taiwan or in other loca-2
tions in the Indo-Pacific region; 3
(3) assesses the impacts that preclearance oper-4
ations in Taiwan will have on— 5
(A) trade between the United States and 6
Taiwan, including the impact on established 7
supply chains; 8
(B) the tourism industry in the United 9
States, including the potential impact on rev-10
enue and tourist-related commerce; 11
(C) United States and foreign passengers 12
traveling to the United States for business-re-13
lated activities; 14
(D) cost savings and potential market ac-15
cess from expanding operations into the Indo- 16
Pacific region; 17
(E) opportunities for government-to-gov-18
ernment collaboration available in Taiwan after 19
preclearance operations are established; 20
(F) U.S. Customs and Border Patrol inter-21
national and domestic port of entry staffing; 22
and 23
(G) the foreign policy objectives of the 24
United States in preserving and promoting ex-25

tensive, close, and friendly commercial, cultural, 1
and other relations between the people of the 2
United States and the people on Taiwan; and 3
(4) includes specific information on the antici-4
pated homeland security benefits and the security 5
vulnerabilities associated with conducting 6
preclearance operations in Taiwan. 7
