A BILL 
To require the Attorney General to submit to Congress a 
report relating to violence against women in athletics. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Fair Play for Girls 4
Act’’. 5
SEC. 2. REPORT. 6
Not later than 1 year after the date of enactment 7
of this Act, the Attorney General shall submit to the Com-8
mittee on the Judiciary, the Committee on Commerce, 9

Health, Education, Labor, and Pensions of the Senate and 2
the Committee on the Judiciary, the Committee on Energy 3
and Commerce, and the Committee on Education and the 4
Workforce of the House of Representatives a report on 5
violence against females in athletics in the United States 6
that includes— 7
(1) an analysis of— 8
(A) the impediments to fair and safe com-9
petition for biological female athletes; 10
(B) the prevalence of biological female ath-11
letes losing opportunities, including medals and 12
championships, when competing against biologi-13
cal males; 14
(C) the effectiveness of State laws aimed 15
at mitigating the risk of bodily harm and loss 16
of opportunity associated with the permitting of 17
biological men to compete in women’s sports; 18
(D) the prevalence and root causes of on-19
line violence, harassment, and abuse against 20
women and girls in athletics; 21
(E) the prevalence of sexual harassment 22
and abuse of women and girls in athletics; and 23

laws aimed at preventing the sexual harassment 2
and abuse of women and girls in athletics; and 3
(2) policy recommendations to solve the issues 4
described in paragraph (1). 5
