A BILL 
To provide for joint reports by relevant Federal agencies 
to Congress regarding incidents of terrorism, and for 
other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLES. 3
This Act may be cited as the ‘‘Reporting Efficiently 4
to Proper Officials in Response to Terrorism Act of 2025’’ 5
or the ‘‘REPORT Act’’. 6
SEC. 2. DUTY TO REPORT. 7
(a) D
EFINITIONS.—In this section: 8

(1) ACT OF TERRORISM.—The term ‘‘act of ter-1
rorism’’ has the meaning given such term in section 2
3077(1) of title 18, United States Code. 3
(2) A
PPROPRIATE CONGRESSIONAL COMMIT -4
TEES.—The term ‘‘appropriate congressional com-5
mittees’’ means— 6
(A) the Committee on Homeland Security 7
and Governmental Affairs of the Senate; 8
(B) the Committee on the Judiciary of the 9
Senate; 10
(C) the Select Committee on Intelligence of 11
the Senate; 12
(D) the Committee on Homeland Security 13
of the House of Representatives; 14
(E) the Committee on the Judiciary of the 15
House of Representatives; and 16
(F) the Permanent Select Committee on 17
Intelligence of the House of Representatives. 18
(b) R
EQUIREMENT.— 19
(1) I
N GENERAL.—Whenever an act of ter-20
rorism occurs in the United States, the Secretary of 21
Homeland Security, the Attorney General, the Direc-22
tor of the Federal Bureau of Investigation, and, as 23
appropriate, the head of the National Counterter-24
rorism Center shall— 25

(A) submit to the appropriate congres-1
sional committees, by not later than 1 year 2
after the completion of the investigation con-3
cerning such act by the primary Government 4
agency conducting such investigation, an un-5
classified report (which may be accompanied by 6
a classified annex) concerning such act of ter-7
rorism; and 8
(B) make the report required under sub-9
paragraph (A) available on a publicly accessible 10
website. 11
(2) O
THER REPORTS.—Reports required under 12
this subsection may be combined into a quarterly re-13
port submitted to Congress. 14
(3) A
VAILABILITY.—Each unclassified report 15
and classified annex described in paragraph (1)(A) 16
shall be made available upon request by any Member 17
of Congress. 18
(c) C
ONTENT OFREPORTS.—Each report submitted 19
pursuant to subsection (b) shall— 20
(1) include a statement of the facts of each act 21
of terrorism covered by the report, to the extent 22
such facts are known at the time the report is sub-23
mitted to the appropriate congressional committees; 24

(2) identify any gaps in homeland or national 1
security that could be addressed to prevent similar 2
future acts of terrorism; and 3
(3) include any recommendations for additional 4
measures that could be taken to improve homeland 5
or national security, including recommendations re-6
lating to potential changes in law enforcement prac-7
tices or changes in law, with particular attention to 8
changes that could help prevent future acts of ter-9
rorism. 10
(d) E
XCEPTION.— 11
(1) I
N GENERAL.—If the Secretary of Home-12
land Security, the Attorney General, or the Director 13
of the Federal Bureau of Investigation determines 14
any information described in subsection (c) that is 15
required to be included in the report required under 16
subsection (b) could jeopardize an ongoing investiga-17
tion or prosecution, the Secretary, Attorney General, 18
or Director, as the case may be— 19
(A) may withhold from reporting such in-20
formation; and 21
(B) shall notify the appropriate congres-22
sional committees of such determination. 23
(2) S
AVINGS PROVISION.—Withholding of infor-24
mation pursuant to a determination described in 25

paragraph (1) shall not affect, in any manner, the 1
responsibility of the appropriate Federal official to 2
submit a report required under subsection (b) con-3
taining other information described in subsection (c) 4
that is not subject to such determination. 5
(e) S
UNSET.—This section shall terminate on the 6
date that is 5 years after the date of the enactment of 7
this Act. 8
(f) S
AVINGSPROVISION.—Nothing in this Act may 9
be construed to provide the National Counterterrorism 10
Center with prosecutorial or investigatory authority. 11
