A BILL 
To amend the Clean Air Act to include fuel for ocean- 
going vessels as additional renewable fuel for which cred-
its may be generated under the renewable fuel program. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Renewable Fuel for 4
Ocean-Going Vessels Act’’. 5
SEC. 2. RENEWABLE FUEL FOR OCEAN-GOING VESSELS. 6
(a) D
EFINITIONS.—Section 211(o)(1)(A) of the 7
Clean Air Act (42 U.S.C. 7545(o)(1)(A)) is amended by 8
striking ‘‘fossil fuel present in home heating oil or jet fuel’’ 9

and inserting ‘‘fossil fuel present in home heating oil, fuel 1
for ocean-going vessels, or jet fuel’’. 2
(b) A
PPLICABILITY.—The amendment made by sub-3
section (a) shall apply beginning with respect to the sec-4
ond calendar year beginning after the date of enactment 5
of this Act. 6
(c) R
EGULATIONS.—Not later than 1 year after the 7
date of enactment of this Act, the Administrator of the 8
Environmental Protection Agency shall promulgate such 9
regulations as may be necessary to implement the amend-10
ment made by subsection (a). 11
(d) R
EPORT TOCONGRESS.—Not later than 1 year 12
after the date of promulgating the final regulations re-13
quired under subsection (c), the Administrator of the En-14
vironmental Protection Agency shall submit to the Com-15
mittee on Energy and Commerce of the House of Rep-16
resentatives and the Committee on Environment and Pub-17
lic Works of the Senate a report describing the implemen-18
tation of the amendment made by subsection (a) and the 19
regulations promulgated under subsection (c). 20
