To revise sections 552, 1461, and 1462 of title 18, United
States Code, and section 305 of the Tariff Act of 1930
(19 U.S.C. 1305), and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Stop Comstock Act’’. 4

SEC. 2. OBSCENE MATERIALS. 1
(a) T
ITLE18.—Part I of title 18, United States 2
Code, is amended— 3
(1) in section 552— 4
(A) by striking ‘‘or indecent’’; and 5
(B) by striking ‘‘or means for procuring 6
abortion, or other articles of indecent or im-7
moral use or tendency,’’; 8
(2) in section 1461— 9
(A) by striking ‘‘Every obscene, lewd, las-10
civious’’ and all that follows through ‘‘Is de-11
clared’’ and inserting ‘‘All obscene materials are 12
declared’’; 13
(B) by striking ‘‘or section 3001(e) of title 14
39’’; and 15
(C) by striking ‘‘The term ‘indecent’’’ and 16
all that follows through ‘‘assassination.’’; and 17
(3) in section 1462— 18
(A) by striking ‘‘section 230(e)(2)’’ each 19
place the term appears and inserting ‘‘section 20
230(f)(2)’’; 21
(B) in the first undesignated paragraph, 22
by striking ‘‘commerce—’’ and all that follows 23
through ‘‘things may be obtained or made’’ and 24
inserting ‘‘commerce any obscene material’’; 25
and 26

ARIFFACT OF1930.—Section 305(a) of the 4
Tariff Act of 1930 (19 U.S.C. 1305(a)) is amended— 5
(1) by striking ‘‘or immoral’’ and all that fol-6
lows through ‘‘unlawful abortion’’; and 7
(2) by striking ‘‘Provided, That the drugs’’ and 8
all that follows through ‘‘Provided further, That the 9
Secretary’’ and inserting ‘‘Provided, That the Sec-10
retary’’. 11
