A BILL 
To require the United States International Trade Commis-
sion to conduct an investigation and submit a report 
on the impact on businesses in the United States of 
duties, and the threat of duties, on imports from Mexico 
and Canada, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Tariff Transparency 4
Act of 2025’’. 5

SEC. 2. INVESTIGATION AND REPORT ON ADDITIONAL DU-1
TIES IMPOSED WITH RESPECT TO MEXICO 2
AND CANADA. 3
(a) I
NGENERAL.—Pursuant to section 332(g) of the 4
Tariff Act of 1930 (19 U.S.C. 1332(g)), the United States 5
International Trade Commission shall conduct an inves-6
tigation and submit to Congress a report on— 7
(1) the impact on consumer prices of— 8
(A) the 25 percent duties proposed or an-9
nounced by President Trump with respect to 10
imports from Mexico and Canada; and 11
(B) the 10 percent duties proposed or an-12
nounced by President Trump with respect to 13
energy imports from Canada; 14
(2) the impact on consumers, small businesses, 15
farmers, and ranchers in the United States of any 16
retaliation, including retaliatory duties and export 17
restrictions, imposed by Mexico and Canada in re-18
sponse to duties imposed by President Trump; and 19
(3) the impact on businesses in the United 20
States of the threat of duties and associated uncer-21
tainty with respect to the trade relationship between 22
the United States, Mexico, and Canada. 23
(b) E
LEMENTS.—The report required by subsection 24
(a) shall contain the following: 25

(1) A quantitative assessment of the impact of 1
duties specified in subsection (a)(1) on consumer 2
prices, which shall include an assessment of prices of 3
the following: 4
(A) Food, including food generally, but 5
also broken down into subsections included in 6
the monthly consumer price index report set 7
forth by the Bureau of Labor Statistics, which 8
includes meats, poultry, fish, eggs, dairy, fruits 9
and vegetables, alcohol, frozen goods, and non-10
alcoholic beverages. 11
(B) Energy, including electricity, transpor-12
tation fuel, and heating, which shall include an 13
analysis of regional price impacts. 14
(C) Critical minerals. 15
(D) Vehicles and related parts. 16
(E) Shelter, including housing construction 17
costs. 18
(F) Medical goods, including pharma-19
ceuticals and other products affecting the cost 20
of health care. 21
(G) Apparel and footwear. 22
(H) Consumer electronics. 23
(I) Farming inputs. 24

(J) Defense manufacturing, including aero-1
space products. 2
(2) A qualitative, and to the extent possible, 3
quantitative assessment of the consequences on busi-4
nesses in the United States of the persistent threat 5
of duties and associated uncertainty with respect to 6
the trade relationship between the United States, 7
Mexico, and Canada that is created by arbitrary 8
delays, pauses, and ad hoc sectoral announcements, 9
which shall include impacts on the following: 10
(A) Business investment, including re-11
search and development, capital deployment, ex-12
pansion, and other matters. 13
(B) Job creation and employment. 14
(C) Contract cancellations. 15
(D) Small businesses. 16
(E) Producer prices. 17
(c) T
IMING.— 18
(1) I
N GENERAL.—Not later than one year 19
after the date of the enactment of this Act, the 20
United States International Trade Commission shall 21
submit to Congress the report required under sub-22
section (a). 23
(2) C
ONFIDENTIALITY.—The United States 24
International Trade Commission shall remove any 25

and report submitted under paragraph (1). 2
