A BILL 
To amend title 18, United States Code, to preclude a pro-
vider of electronic communication service or remote com-
puting service from receiving reimbursement or other 
compensation for information relating to child exploi-
tation, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Protecting Children 4
Over Profits Act’’. 5
SEC. 2. AMENDMENTS. 6
Title 18 of the United States Code is amended— 7

(1) in section 2706(c)— 1
(A) by striking ‘‘The requirement’’ and in-2
serting the following: 3
‘‘(1) T
ELEPHONE RECORDS .—The require-4
ment’’; and 5
(B) by adding at the end the following: 6
‘‘(2) C
HILD EXPLOITATION.—The requirement 7
of subsection (a) of this section does not apply with 8
respect to records or other information maintained 9
by a provider of electronic communications service, 10
or remote computing service that relate to child ex-11
ploitation, as defined in section 2 of the PROTECT 12
Our Children Act of 2008 (34 U.S.C. 21101).’’; 13
(2) in section 2518, in the matter following 14
subsection (4)(e), in the penultimate sentence, by in-15
serting ‘‘, except that no provider of electronic com-16
munications service or remote computing service, as 17
defined in section 2711, shall be compensated by the 18
applicant for expenses incurred with respect to infor-19
mation, facilities, or technical assistance relating to 20
child exploitation, as defined in section 2 of the 21
PROTECT Our Children Act of 2008 (34 U.S.C. 22
21101)’’ after ‘‘such facilities or assistance’’; and 23
(3) in section 3124(c), by inserting ‘‘, except 24
that no provider of electronic communications serv-25
