CLARIFYING THE CONTINUING OBLIGATION TO 1 REGISTER AS AN AGENT OF A FOREIGN PRIN-2 CIPAL. 3 (a) O BLIGATION.—The third sentence of section 2(a) 4 of the Foreign Agents Registration Act of 1938, as 5 amended (22 U.S.C. 612(a)) is amended by striking ‘‘for 6 the period’’ and inserting ‘‘covering the period’’. 7 (b) E FFECTIVEDATE.—The amendment made by 8 subsection (a) shall apply with respect to any individual 9 who serves as the agent of a foreign principal under the 10 Foreign Agents Registration Act of 1938, as amended (22 11 U.S.C. 611 et seq.)— 12 (1) during the 5-year period ending on the date 13 of enactment of this Act; 14 (2) on the date of enactment of this Act; or 15 (3) after the date of enactment of this Act. 16 SEC. 3. PERMITTING ORDER REQUIRING COMPLIANCE TO 17 APPLY AFTER FARA ACTIVITIES HAVE 18 ENDED. 19 (a) C ONTINUALCOMPLIANCE.—Section 8(f) of the 20 Foreign Agents Registration Act of 1938, as amended (22 21 U.S.C. 618(f)) is amended— 22 (1) by inserting after the first sentence the fol-23 lowing: ‘‘The Attorney General may make applica-24 tion for an order requiring a person to comply with 25 any appropriate provision of this Act or any regula-26 VerDate Sep 11 2014 00:47 Mar 26, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S981.IS S981 ssavage on LAPJG3WLY3PROD with BILLS 3 •S 981 IS tion thereunder while the person acts as an agent of 1 a foreign principal or at any time thereafter.’’; and 2 (2) by striking the period at the end and insert-3 ing the following: ‘‘, including an order requiring a 4 person to comply with section 2 with respect to any 5 period during which the person acts as the agent of 6 a foreign principal notwithstanding that the person 7 does not act as the agent of a foreign principal at 8 the time the court issues the order.’’. 9 (b) E FFECTIVEDATE.—The amendments made by 10 subsection (a) shall apply with respect to any individual 11 who serves as the agent of a foreign principal under the 12 Foreign Agents Registration Act of 1938, as amended (22 13 U.S.C. 611 et seq.)— 14 (1) during the 5-year period ending on the date 15 of enactment of this Act; 16 (2) on the date of enactment of this Act; or 17 (3) after the date of enactment of this Act. 18 SEC. 4. ANNUAL REPORTS RELATING TO COMPLIANCE. 19 (a) D EFINITIONS.—In this section— 20 (1) the term ‘‘covered action’’ means an action 21 taken by the Attorney General against a covered in-22 dividual to enforce the Foreign Agents Registration 23 Act of 1938, as amended (22 U.S.C. 611 et seq.), 24 as amended by sections 2 and 3 of this Act; and 25 VerDate Sep 11 2014 00:47 Mar 26, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S981.IS S981 ssavage on LAPJG3WLY3PROD with BILLS 4 •S 981 IS (2) the term ‘‘covered individual’’ means an in-1 dividual who served as the agent of a foreign prin-2 cipal under the Foreign Agents Registration Act of 3 1938, as amended (22 U.S.C. 611 et seq.) during 4 the 5-year period ending on the date of enactment 5 of this Act. 6 (b) I NGENERAL.—Not later than 1 year after the 7 date of enactment of this Act, and each year from that 8 date thereafter, the Attorney General shall submit to the 9 Committee on the Judiciary and the Committee on For-10 eign Relations of the Senate and the Committee on the 11 Judiciary of the House of Representatives, as well as any 12 other Member of Congress upon request of such Member, 13 a written, machine-readable report that describes each 14 covered action taken by the Attorney General. 15 (c) O RGANIZATION.—Each report submitted under 16 subsection (b) shall be organized by each covered action 17 taken and shall include, with respect to each covered ac-18 tion— 19 (1) the name of each covered individual against 20 whom the covered action was taken; 21 (2) a description of the rationale behind taking 22 the covered action; and 23 (3) the status of the covered action. 24 Æ VerDate Sep 11 2014 00:47 Mar 26, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\S981.IS S981 ssavage on LAPJG3WLY3PROD with BILLS
