SECTION 1. AGGREGATE AUTHORIZATION. 2
(a) I
NGENERAL.—For purposes of carrying out the 3
powers, duties, and functions under the Standing Rules 4
of the Senate, and under the appropriate authorizing reso-5
lutions of the Senate, there is authorized for the period 6
March 1, 2025, through September 30, 2025, in the ag-7

$64,991,593, in accordance with the provisions of this res-5
olution, for standing committees of the Senate, the Special 6
Committee on Aging, the Select Committee on Intel-7
ligence, and the Committee on Indian Affairs. 8

GENCYCONTRIBUTIONS.—There are authorized 9
to be paid from the appropriations account for ‘‘Expenses 10
of Inquiries and Investigations’’ of the Senate such sums 11
as may be necessary for agency contributions related to 12
the compensation of employees of the committees for the 13
period March 1, 2025, through September 30, 2025, for 14
the period October 1, 2025, through September 30, 2026, 15
and for the period October 1, 2026, through February 28, 16
2027. 17

XPENSES.— 18

N GENERAL.—Except as provided in para-19
graph (2), expenses of each standing committee of 20
the Senate, the Special Committee on Aging, the Se-21
lect Committee on Intelligence, and the Committee 22
on Indian Affairs under this resolution shall be paid 23
from the contingent fund of the Senate upon vouch-24

OUCHERS NOT REQUIRED .—Vouchers shall 3
not be required for— 4
(A) the disbursement of salaries of employ-5
ees paid at an annual rate; 6
(B) the payment of telecommunications 7
provided by the Office of the Sergeant at Arms 8
and Doorkeeper; 9
(C) the payment of stationery supplies pur-10
chased through the Keeper of the Stationery; 11
(D) payments to the Postmaster of the 12
Senate; 13
(E) the payment of metered charges on 14
copying equipment provided by the Office of the 15
Sergeant at Arms and Doorkeeper; 16
(F) the payment of Senate Recording and 17
Photographic Services; or 18
(G) the payment of franked and mass mail 19

SEC. 2. COMMITTEE ON AGRICULTURE, NUTRITION, AND 21
FORESTRY. 22

ers, duties, and functions under the Standing Rules of the 24

The expenses of the committee for the period October 1, 6
2025, through September 30, 2026, under this section 7
shall not exceed $7,654,174, of which amount— 8
(1) not to exceed $200,000 may be expended 9
for the procurement of the services of individual con-10
sultants, or organizations thereof (as authorized by 11
section 202(i) of the Legislative Reorganization Act 12
of 1946 (2 U.S.C. 4301(i))); and 13
(2) not to exceed $40,000 may be expended for 14
the training of the professional staff of such com-15
mittee (under procedures specified by section 202(j) 16

2025.—The expenses of the committee for the period 2
March 1, 2025, through September 30, 2025, under this 3
section shall not exceed $6,092,832, of which amount— 4
(1) not to exceed $37,000 may be expended for 5
the procurement of the services of individual consult-6
ants, or organizations thereof (as authorized by sec-7
tion 202(i) of the Legislative Reorganization Act of 8
1946 (2 U.S.C. 4301(i))); and 9
(2) not to exceed $12,000 may be expended for 10
the training of the professional staff of such com-11
mittee (under procedures specified by section 202(j) 12

XPENSES FORFISCALYEAR2026 PERIOD.— 14
The expenses of the committee for the period October 1, 15
2025, through September 30, 2026, under this section 16
shall not exceed $10,444,856, of which amount— 17

SEC. 20. SPECIAL RESERVE. 12
(a) E
STABLISHMENT.—Within the funds in the ac-13
count ‘‘Expenses of Inquiries and Investigations’’, there 14
is authorized to be established a special reserve to be avail-15
able to any committee funded by this resolution as pro-16
vided in subsection (b) of which amount— 17
(1) for the period March 1, 2025, through Sep-18
tember 30, 2025, an amount shall be available, not 19
to exceed 7.6 percent of the amount equal to

of the appropriations for the account that are avail-21
able for the period October 1, 2024, through Sep-22
tember 30, 2025; 23
(2) for the period October 1, 2025, through 24
September 30, 2026, an amount shall be available, 25

not to exceed 7.9 percent of the appropriations for 1
the account that are available for that period; and 2
(3) for the period October 1, 2026, through 3
February 28, 2027, an amount shall be available, 4
not to exceed 6.9 percent of the amount equal to 5

available for the period October 1, 2026, through 7

(b) A
VAILABILITY.—The special reserve authorized in 9
subsection (a) shall be available to any committee— 10
(1) on the basis of special need to meet unpaid 11
obligations incurred by that committee during the 12
periods referred to in paragraphs (1), (2), and (3) 13
of subsection (a); and 14
(2) at the request of a Chairman and Ranking 15
Member of that committee subject to the approval of 16
the Chairman and Ranking Member of the Com-17
mittee on Rules and Administration. 18
