This bill provides specified funds to the 1890 Scholarships Program for FY2025 and each succeeding year for student scholarships. This National Institute of Food and Agriculture program provides grants to 1890 Institutions (i.e., historically Black colleges and universities that belong to the U.S. land-grant university system) for students who intend to pursue a career in the food and agricultural sciences.The bill also permanently reauthorizes the 1890 Scholarships Program.Further, the bill specifies that student scholarships include scholarships for programs leading to a bachelor or graduate degree.

Farm to Fly Act of 2025This bill directs the Department of Agriculture (USDA) to integrate the advancement of sustainable aviation fuels into its programs.Specifically, this bill includes sustainable aviation fuel as an advanced biofuel for the purposes of several USDA bioenergy programs that primarily provide support and incentives for renewable energy projects.For purposes of these programs, the bill defines sustainable aviation fuel as liquid fuel, the portion of which is not kerosene, which (1) meets specific international standards, (2) is not derived from coprocessing specific materials (e.g., triglycerides) with a non-biomass feedstock, (3) is not derived from palm fatty acid distillates or petroleum, and (4) is certified as having a lifecycle greenhouse gas emissions reduction percentage of at least 50% compared with petroleum-based jet fuel (based on specific standards and agreements).In addition, the bill specifically includes fostering and advancing sustainable aviation fuels as part of the Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance Program.Further, USDA must carry out a comprehensive and integrated pursuit of all USDA mission areas for the advancement of sustainable aviation fuels, including throughthe identification of opportunities to maximize the development and commercialization of the fuels,supporting rural economic development through improved sustainability for aviation, andadvancing public-private partnerships.

Puerto Rico Nutrition Assistance Fairness Act This bill sets out a process to enable Puerto Rico to participate as a state in the Supplemental Nutrition Assistance Program (SNAP). Under current law, a state receives SNAP funding based on the number of participating households in the state whereas Puerto Rico receives a block grant to fund its nutrition assistance program. The bill requires Puerto Rico to submit to the Department of Agriculture (USDA) a plan of operation to transition away from the consolidated block grant program to SNAP. USDA must provide appropriate training and technical assistance to enable Puerto Rico to formulate such plan.

Stamp Out Invasive Species Act This bill directs the U.S. Postal Service to issue and sell a Combating Invasive Species Semipostal Stamp. Proceeds from the sale of the stamp must be transferred in equal proportion to the Department of the Interior and the Department of Agriculture for combating invasive species. (Invasive species are nonnative species whose introduction poses a serious threat to natural ecosystems and causes detrimental economic damage to local communities.) The stamp must be made available to the public for two years.

Public Land Renewable Energy Development Act of 2023This bill sets forth provisions regarding development of geothermal, solar, or wind energy on public lands. The Department of the Interior shall establish priority areas on its land for geothermal, solar, and wind energy projects, consistent with the principles of multiple use and the renewable energy permitting goal. Among applications for a given renewable energy source, proposed projects located in priority areas for that renewable energy source shall be given the highest priority for incentivizing deployment, and be offered the opportunity to participate in any regional mitigation plan developed for the relevant priority areas. The bill provides for the disposition of revenues from the development of wind or solar energy. The bill establishes the Renewable Energy Resource Conservation Fund to make funds available to federal, state, and tribal agencies for distribution in regions in which renewable energy projects are located on federal land for (1) restoring and protecting natural water bodies and fish and wildlife habitat and corridors, and (2) preserving and improving recreational access to federal land and water in an affected region.
