Washington, D.C. Admission Act This bill provides for the admission of the state of Washington, Douglass Commonwealth into the United States. The commonwealth consists of all the territory of the District of Columbia (DC), excluding certain federal property. The excluded property shall be known as the Capital and serve as the seat of federal government; it includes the principal federal monuments, the White House, the Capitol Building, the Supreme Court Building, and the federal office buildings located adjacent to the Mall and Capitol Building. In addition, the bill maintains the federal government's authority over military lands and specified other property and prohibits the commonwealth from taxing federal property except as permitted by Congress. Within 30 days of this bill's enactment, the DC mayor must call for the election of two Senators and one Representative for the commonwealth. The commonwealth shall be admitted into the United States upon a presidential proclamation announcing the results of that election. The bill applies current DC laws to the commonwealth and continues pending judicial proceedings. It also continues certain federal authorities and responsibilities, including regarding employee benefits, agencies, and courts, until the commonwealth certifies that it is prepared to take over those authorities and responsibilities. Further, the bill provides for expedited consideration of a joint resolution to repeal the Twenty-third Amendment to the Constitution (which allows DC citizens to vote in presidential elections). The bill also establishes a commission to advise the President, Congress, and DC and commonwealth leaders on the transition.

Secure America's Borders First Act This bill prohibits using federal funds to provide certain military assistance to Ukraine until a border wall system along the U.S.-Mexico border is completed and operation control of such border is achieved. Specifically, this prohibition shall apply to funds made available to the Department of Defense and funds made available for security assistance or security cooperation.

Veterans' True Choice Act of 2023 This bill allows covered veterans to receive coverage under TRICARE Select, a health care program of the Department of Defense (DOD). Veterans covered by this bill include those with service-connected disabilities, former prisoners of war, Purple Heart recipients, Medal of Honor recipients, those discharged from service due to disability, and those entitled to disability compensation. The Department of Veterans Affairs (VA) must reimburse DOD's costs of enrolling eligible veteran beneficiaries in the program. A covered veteran may not concurrently receive medical care from DOD and the VA.

Prioritizing Troops Over Tax Collectors Act of 2023 This bill establishes the rate of basic pay for a member of the uniformed services at the minimum amount of $31,200. It transfers unobligated amounts made available to the Internal Revenue Service (IRS) by the Inflation Reduction Act of 2022 for enforcement activities to pay for the increase in basic pay. The bill also prohibits the IRS from hiring additional employees until the increase in the rate of basic pay is implemented.

This bill prohibits the Department of Defense (DOD) from using funds to transfer or release within the United States (including its territories or possessions) any detainee (1) who is not a U.S. citizen or member of the U.S. Armed Forces; and (2) who is or was held by DOD at U.S. Naval Station, Guantanamo Bay, Cuba, on or after January 20, 2009.
