8General Description:
9 This bill addresses potential reduction of certain emissions.
10Highlighted Provisions:
11 This bill:
12 <defines terms;
13 <requires the Division of Air Quality to conduct an inventory and prepare a plan
14related to reducing certain emissions;
15 <allows the division to use data collected to supplement data on the baseline year;
16 <requires the division to publish the inventory and plan on the division's website; and
17 <requires the division to report.

26Be it enacted by the Legislature of the state of Utah:
27 Section 1.  Section 19-2a-107 is enacted to read:
28 19-2a-107. Point source pollution reduction of bromine.
29 (1)  As used in this section:
30 (a)  "Applicable geographic area" means the counties in which the division knows
31bromine is emitted, including:
32 (i)  Box Elder County;
33 (ii)  Davis County;
34 (iii)  Salt Lake County;
35 (iv)  Tooele County;
36 (v)  Utah County; and
37 (vi)  Weber County.
38 (b)  "Division" means the Division of Air Quality created in Section 19-1-105.
39 (2)  By no later than December 31, 2024, the division shall complete   º [:
40 (a)] »  an air emissions inventory of point sources in the applicable geographic area that
41emit   º [bromine]  halogen. »   º [; and
42 (b) an emissions reduction plan to reduce bromine in the applicable geographic area as
43of December 31, 2026:
44 (i) by 90% compared to a baseline of calendar year 2017 for bromine; or
45 (ii) if the division determines that the goal set under Subsection (2)(b)(i) is not feasible,
46by a percent reduction target compared to a baseline of calendar year 2017 that is practicable
47with available control technologies.
48 (3) In determining for purposes of this section the baseline of calendar year 2017, the
49division shall supplement the division's data with data collected through calendar year 2023 to
50address data gaps, shutdowns, and shortcomings related to the 2017 baseline inventory.
51 (4)]  (3) »  Upon completion, the division shall publish the air emissions inventory

52emissions reduction plan required under Subsection (2)] »  on the division's public website.
53  º [(5)]  (4) »  The division shall report to the Natural Resources, Agriculture, and

54Interim Committee regarding the status of the air emissions inventory and emissions reduction
55plan:

58 (b)  on or before the 2024 November interim committee meeting of the Natural
