8General Description:
9 This bill addresses certain emissions.
10Highlighted Provisions:
11 This bill:
12 <defines terms;
13 <requires the Division of Air Quality (division) to conduct an inventory related to
14reducing certain emissions;
15 <requires the division to complete an emissions reduction plan of certain emissions;
16 <requires the division to publish the inventory and emissions reduction plan on the
17division's website; and
18 <requires the division to report on the inventory.

27Be it enacted by the Legislature of the state of Utah:
28 Section 1.  Section 19-2a-107 is enacted to read:
29 19-2a-107. Point source pollution of halogens and reduction of bromine.
30 (1)  As used in this section:
31 (a)  "Applicable geographic area" means the following counties:
32 (i)  Box Elder County;
33 (ii)  Davis County;
34 (iii)  Salt Lake County;
35 (iv)  Tooele County;
36 (v)  Utah County; and
37 (vi)  Weber County.
38 (b)  "Bromine" means molecular bromine, bromine chloride, and any other point source
39emitted compound of bromine.
40 (c)  "Division" means the Division of Air Quality created in Section 19-1-105.
41 (2)  By no later than December 31, 2024, the division shall complete:
42 (a)  an air emissions inventory of point sources in the applicable geographic area that
43emit halogens; and
44 (b)  an emissions reduction plan to reduce the compounds of bromine in the applicable
45geographic area as of December 31, 2026, by 90% of both annual emissions and daily
46emissions compared to an estimated baseline for calendar year 2017 for bromine.
47 (3)  Upon completion, the division shall publish the air emissions inventory and
48bromine emissions reduction plan required under Subsection (2) on the division's public
49website.
50 (4)  The division shall report to the Natural Resources, Agriculture, and Environment
51Interim Committee regarding the status of the air emissions inventory and bromine emissions
52reduction plan:
53 (a)  on or before the 2023 November interim committee meeting of the Natural
54Resources, Agriculture, and Environment Interim Committee; and
55 (b)  on or before the 2024 November interim committee meeting of the Natural
56Resources, Agriculture, and Environment Interim Committee.
