Wilcox 6 7LONG TITLE 8General Description: 9 This resolution modifies requirements for the public comment phase of a standing 10committee meeting. 11Highlighted Provisions: 12 This resolution: 13 <prohibits a chair from taking public comment from an individual witness unless: 14 Cthe individual provides the individual's name and entity that the individual 15represents, if any; and 16 Cif the individual is participating via video conference, the individual's video is 17enabled; and 18 <makes technical and conforming changes. 19Other Special Clauses: 20 None 21Legislative Rules Affected: 22AMENDS: 23 HR3-2-308 24 25Be it resolved by the House of Representatives of the state of Utah: 26 Section 1. HR3-2-308 is amended to read: 27 HR3-2-308. Public comment. *HR0002* H.R. 2 02-10-23 1:42 PM - 2 - 28 (1) During the public comment phase[, a committee member may not] of a committee 29meeting: 30 (a) except for a motion to amend legislation, substitute legislation, or dispose of 31legislation[. All other motions are in order during the public comment phase.], all other 32motions are in order; 33 [(2) During the public comment phase of a committee meeting:] 34 [(a)] (b) the chair, or a committee by majority vote, may limit the time an individual 35witness or presenter speaks to a committee as authorized under HR3-2-304; [and] 36 [(b)] (c) the chair, or the committee by majority vote, may terminate the public 37comment phase at any time[.]; and 38 (d) the chair may not take comment from an individual witness unless: 39 (i) the individual provides the individual's legal name and the entity that the individual 40represents, if any; and 41 (ii) if the individual is participating via video conference, the individual's video is 42enabled. 43 [(3)] (2) Unless the chair, or a committee by majority vote, permits additional public 44comment, once the public comment phase has ended only committee members, legislative 45sponsors, staff, and those authorized under HR3-2-307 may address the committee.
