Enactment of this legislation could cost the Department of Public Safety $400 ongoing from the
Firefighter Support Account and the Department of Natural Resources $4,200 ongoing from the
General Fund to reimburse state firefighters for out-of-pocket cancer screening costs beginning in
FY 2029. Enactment could also cost the University of Utah $3,000,000 ongoing from the Income
Tax Fund beginning in FY 2026 for the costs of the cancer screenings to be conducted by the Rocky
Mountain Center for Occupational and Environmental Health. Additionally, enactment of this legislation
appropriates $3,000,000 ongoing to Utah Valley University from the Fire Prevention Support account
beginning in FY 2026 to facilitate and track cancer screenings.

Enactment of this legislation could cost local fire departments and organizations between $400 and
$1,300 for each cancer screening after the first three years of the program. Based on an estimate
of 5,000 firefighters in the state the aggregate cost for FY 2029 could be between $400,000 and
$3,000,000, depending on the number of active firefighters who have at least 5 years of service. The
aggregate cost of continued cancer screenings every three to five years is dependent upon the age of
each firefighter and would vary across departments.
