General Description:

This bill prohibits a local education agency (LEA) from requiring student attendance at an
6 
off-campus event.

Highlighted Provisions:

This bill:

▸ defines terms;

▸ prohibits an LEA from requiring a student to attend an off-campus event as a condition
11 
for grades or academic credit;
12 
▸ prohibits adverse effects on a student's grades or academic standing due to non-attendance
13 
at an off-campus event; and
14 
▸ requires an LEA to provide optional transportation, a fee waiver, and alternative options
15 
for students to meet academic requirements.

Be it enacted by the Legislature of the state of Utah:

Section 1.  Section 53G-10-307 is enacted to read:
26 
53G-10-307 . Prohibition on mandatory attendance at off-campus event.
27 
(1) As used in this section, "off-campus event" means an activity or meeting held outside
28 
the premises of the school where the student is enrolled.
29 
(2) An LEA may not require a student to attend, or pay admission to, an off-campus event
30 
as a condition for:
31 
(a) earning academic credit or receiving a certain grade; or  H.B. 189	01-13 16:51

(b) satisfying an academic requirement.

(3) An LEA may not impose a negative consequence on a student for the student's failure to
34 
attend or pay for an off-campus event.
35 
(4) If an LEA grants credit for attendance at, or payment for admission to, an off-campus
36 
event, the LEA shall provide:
37 
(a) optional transportation to and from the off-campus event;
38 
(b) a fee waiver for the off-campus event; and
39 
(c) a reasonable alternative for a student to obtain the credit on campus during regular
40 
school hours.

Section 2.  Effective date.
42 
This bill takes effect on May 7, 2025.
