01-13 17:15 H.B. 194 1 Beekeeping and Veterinary Amendments 2025 GENERAL SESSION STATE OF UTAH Chief Sponsor: Ariel Defay 2 3 LONG TITLE 4 General Description: 5 This bill addresses veterinarian-client-patient relationship and bees. 6 Highlighted Provisions: 7 This bill: 8 ▸ provides for the veterinarian-client-patient relationship with regard to bees; and 9 ▸ makes technical changes. 10 Money Appropriated in this Bill: 11 None 12 Other Special Clauses: 13 None 14 Utah Code Sections Affected: 15 AMENDS: 16 58-28-604, as enacted by Laws of Utah 2006, Chapter 109 17 18 Be it enacted by the Legislature of the state of Utah: 19 Section 1. Section 58-28-604 is amended to read: 20 58-28-604 . Veterinarian-client-patient relationship. 21 (1) [A] 22 (a) Except as provided in Subsection (1)(b), a licensee under this chapter may only 23 practice under a veterinarian-client-patient relationship as defined in Section 24 58-28-102. 25 (b) Notwithstanding Section 58-28-102, when a veterinarian employed by the 26 Department of Agriculture and Food issues a prescription to an apis mellifera owner, 27 a veterinarian-client-patient relationship is established for the veterinarian employed 28 by the Department of Agriculture and Food if: 29 (i) the relevant apiary is inspected by: 30 (A) a county bee inspector, employed under Section 4-11-105; or 31 (B) an inspector for the Department of Agriculture and Food; and H.B. 194 01-13 17:15 32 (ii) in conducting the inspection under Subsection (1)(b)(i), the inspector works in 33 conjunction with the veterinarian employed by the Department of Agriculture and 34 Food. 35 (2) A veterinarian-client-patient relationship may not be established solely by telephone or 36 other electronic means. 37 Section 2. Effective date. 38 This bill takes effect on May 7, 2025. - 2 -
