02-17 10:22 H.C.R. 9 1 House Concurrent Resolution to Create Energy Compact with Idaho and Wyoming 2025 GENERAL SESSION STATE OF UTAH Chief Sponsor: Jefferson Moss Senate Sponsor: 2 3 LONG TITLE 4 General Description: 5 This concurrent resolution encourages the establishment of an interstate compact for 6 regional energy collaboration between Utah, Wyoming, and Idaho. 7 Highlighted Provisions: 8 This resolution: 9 ▸ recognizes the shared energy resources and challenges of Utah, Wyoming, and Idaho; 10 ▸ calls for the establishment of an interstate compact focused on regional energy 11 collaboration; 12 ▸ directs the Governor's Office of Energy Development to initiate discussions and develop a 13 framework for an interstate compact; and 14 ▸ expresses commitment to fostering regional cooperation on energy matters. 15 Money Appropriated in this Bill: 16 None 17 Other Special Clauses: 18 None 19 20 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein: 21 WHEREAS, Utah, Wyoming, and Idaho share a unique geographic and economic 22 landscape rich in energy resources, including fossil fuels, renewable energy potential, and 23 critical minerals essential for modern energy systems; 24 WHEREAS, these states face similar challenges related to energy production, transmission, 25 and distribution, including grid reliability, increasing energy demand, economic impacts of 26 transitioning energy systems, environmental concerns, and federal regulatory burdens; 27 WHEREAS, a regional approach to energy policy and development can leverage the 28 strengths and resources of each state to benefit the region as a whole; 29 WHEREAS, interstate compacts are a proven mechanism for addressing cross-border issues 30 and fostering collaboration between states; H.C.R. 9 H.C.R. 9 02-17 10:22 31 WHEREAS, an interstate compact between Utah, Wyoming, and Idaho would: 32 (1) align energy policies to foster innovation and investment; 33 (2) enable collaboration on critical infrastructure projects, such as transmission lines and 34 carbon capture systems; and 35 (3) facilitate coordinated strategies to address environmental and regulatory challenges; 36 and 37 WHEREAS, this regional collaboration would strengthen the states' collective ability to: 38 (1) advocate for federal policies and funding that support regional energy priorities; and 39 (2) enhance energy resilience and reliability for the citizens of the region: 40 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the 41 Governor concurring therein, calls upon the states of Wyoming and Idaho to join Utah in 42 establishing an interstate compact focused on regional energy collaboration. 43 BE IT FURTHER RESOLVED that the Utah Governor's Office of Energy Development, in 44 coordination with other relevant agencies and stakeholders, shall: 45 (1) initiate discussions with Wyoming and Idaho to identify shared priorities and goals; 46 and 47 (2) develop a framework for the proposed interstate compact. 48 BE IT FURTHER RESOLVED that a copy of this resolution be sent to: 49 (1) the Governor of Wyoming; 50 (2) the Governor of Idaho; 51 (3) the Utah Governor's Office of Energy Development; and 52 (4) the energy regulatory and policy bodies of Wyoming and Idaho. 53 BE IT FURTHER RESOLVED that the Legislature, the Governor concurring therein, 54 expresses its commitment to fostering regional cooperation on energy and recognizes the 55 mutual benefits of this partnership for the states involved and their residents. - 2 -
