LONG TITLE

General Description:

This joint rules resolution authorizes the chief sponsor of legislation to provide a sponsor's

committee handout.

Highlighted Provisions:

This resolution:

▸ defines "sponsor's committee handout";
10 
▸ allows the chief sponsor of legislation to provide a sponsor's committee handout, subject
11 
to certain requirements;
12 
▸ requires the secretary of the Senate and chief clerk of the House to ensure that a sponsor's
13 
committee handout, if provided, is publicly accessible through the legislation's webpage;
14 
and
15 
▸ clarifies that a sponsor's committee handout is not an official part of the legislation.

Be it resolved by the Legislature of the state of Utah:

Section 1.  JR4-2-407 is enacted to read:

Part 4. Committee Notes, Fiscal Notes, and Sponsor's Committee Handout
25 
JR4-2-407 . Sponsor's committee handout.

(1) As used in this rule, "sponsor's committee handout" means a document that contains
27 
information in support of legislation.
28 
(2) The chief sponsor may provide a sponsor's committee handout anytime after the chief

sponsor's legislation is numbered and before the Legislature adjourns sine die the
30 
legislative session during which the legislation is considered.

(3) The secretary of the Senate and the chief clerk of the House shall ensure that a sponsor's
32 
committee handout, if provided, is publicly accessible through the legislation's webpage.
33 
(4) A chief sponsor shall ensure that a sponsor's committee handout:
34 
(a) does not exceed one page of paper 8-1/2 inches long and 11 inches wide;
35 
(b) includes:
36 
(i) the chief sponsor's name; and
37 
(ii) the legislation's number and, if the handout relates to substitute legislation, the
38 
substitute number; and
39 
(c) conveys factual information in an objective manner, including:
40 
(i) the chief sponsor's policy objective;
41 
(ii) the chief sponsor's description of the legislation's anticipated impact; or
42 
(iii) any other verifiable information related to the legislation that the chief sponsor
43 
wishes to convey.

(5) A sponsor's committee handout is not an official part of the legislation.
45 
Section 2.  Effective Date.
46 
This resolution takes effect on May 7, 2025.
