Subject: Human services; Human Services Board; fair hearing proceedings 15
Statement of purpose of bill as introduced: This bill proposes to require that 16
the Human Services Board implement transparent, user-friendly fair hearing 17
proceedings, including: 18
(1) allowing an aggrieved applicant an opportunity to speak for a 19
reasonable period of time without interruption from the hearing officer or 20
attorney for the agency; and 21 BILL AS INTRODUCED H.92

(2) requiring the hearing officer and attorney for the agency to speak in 1
plain language and refrain from use of legalese. 2
