Statement of purpose of bill as introduced:  This bill proposes to require all 6 
State departments, agencies, and offices to close in observance of the 7 
Juneteenth legal holiday.  8 
An act relating to State observance of Juneteenth 9 
It is hereby enacted by the General Assembly of the State of Vermont:  10 
Sec. 1.  1 V.S.A. § 371 is amended to read: 11 
§ 371.  LEGAL HOLIDAYS 12 
(a)  The following shall be legal holidays: 13 
(1)  New Year’s Day, January 1; 14 
(2)  Martin Luther King, Jr.’s Birthday, the third Monday in January; 15 
(3)  Presidents’ Day, the third Monday in February; 16 
(4)  Town Meeting Day, the first Tuesday in March; 17 
(5)  Memorial Day, the last Monday in May; 18 
(6)  Juneteenth, June 19; 19 
(7)  Independence Day, July 4; 20  BILL AS INTRODUCED 	H.455

(8)  Bennington Battle Day, August 16; 1 
(9)  Labor Day, the first Monday in September; 2 
(10)  Indigenous Peoples’ Day, the second Monday in October; 3 
(11)  Veterans’ Day, November 11; 4 
(12)  Thanksgiving Day, the fourth Thursday in November; 5 
(13)  Christmas Day, December 25. 6 
(b)(1)  All State departments, agencies and offices shall observe any legal 7 
holiday which that falls on a Saturday on the preceding Friday and any legal 8 
holiday which that falls on a Sunday on the following Monday; however, 9 
except as provided in subdivision (2) of this subsection, all other conditions of 10 
employment related to legal holidays, including decisions such as the closing 11 
or opening of State offices and compensation for work performed on such a 12 
day, shall be proper matters for collective bargaining pursuant to 3 V.S.A. 13 
§ 904. 14 
(2) All State departments, agencies, and offices shall close in 15 
observance of the legal holiday of Juneteenth, and compensation for work 16 
performed on the holiday shall be in accordance with the relevant provisions in 17 
the collective bargaining agreement.  18 
(c)  The provisions of this section shall not affect any collective bargaining 19 
agreement in existence on the effective date hereof.  20  BILL AS INTRODUCED 	H.455

Sec. 2.  EFFECTIVE DATE 1 
This act shall take effect on passage. 2
